One of the ways outgoing President George W. Bush is trying to shore up his legacy, is by passing a whole bunch of new rules quickly. You see, when Bush came into office, he was able to kill a slew of Clinton's rules with ease, because they had not been in force for more than 60 days. So Bush is rushing his own rules through before that 60 day window closes so that this time, they stick.
One of the most controversial is his new rules that protect health care workers who are opposed to abortion. From the New York Times:

It preserves their choice to refuse to perform work that compromises their beliefs.
