At Politics Daily, we have been inundated with readers' questions about health care reform -- from what's in the president's plans to how your care would be affected, for better or worse, by what's being proposed.
Following President Obama's speech to a joint session of Congress, we asked readers to send us their questions about health care reform to ask Kathleen Sebelius, the secretary of Health and Human Services. We received more than 800 of your ideas and took the top questions to the secretary for her response.
The top questions included how illegal immigrants will be treated under health care reform (she says they won't be covered); how Medicare can remain solvent if a new health plan launches; and whether taxes and insurance premiums will go up with so many new health care commitments to be paid for. In response to Rep. Joe Wilson yelling "You lie!" at the president in the House chamber Wednesday night, Sebelius said she was "stunned" by the congressman's outburst. "I just find that behavior by anybody shocking, to shout at the president, but particularly an elected member of Congress to have that kind of disrespect for the institution in which he serves," she said.
On medical malpractice reform, the president said last night that he had asked the secretary to begin to work on some proposals Thursday. Sebelius said that she is putting a team together to look at two ideas. "One will look at arbitration rather than litigation, putting a doctor and patient together to talk about a resolution," which she said could save millions in court costs and years of effort. She said the second proposal is to "look at ways we can encourage higher quality medicine in the first place."
A final hot-button issue for readers was abortion and how Sebelius would enforce limits to federal funds for abortion, after years of advocating forcefully for women to have access to abortions. "I took an oath of office to uphold the law," she said. "I've done that throughout my career and I will continue to do that. Congress makes the law, the president signs the law, and I enforce the law."
Ultimately, the secretary said that nobody will be forced into a government-run health care plan, and that if you're worried that you will be dropped from your employer's health care coverage, she says that's already happening every day. "If anything, health care reform will help stabilize the employer market, not help to undermine it."

The language of the bill is misleading, as BO is misleading. It does not specifiy ILLEGAL ALIENS. But it does say that you do not have to be a documented citizen to receive the benefits. WTF does that mean if not illegals? Libs, Centrists, Conservs, all...go to texassparkle dot com for intelligent debate and links provided for truth about this bill. There must be compromises made but the damn dems yank it off the table when it is specified that we will not accept our dollars paying for abortions, illegals and remove any "public option." It is not an option. It will be the LAW with such high penalties if you "keep your coverage" that of course, you won't keep it.
Thank God for people like Joe Wilson. The democraps booed President Bush, so this kind of behavior is a step up from what they're used to.

Illegals are not covered under this bill. That is just the way it is no matter who makes up what. Anyone who goes to an ER is treated whether they are a citizen or not because it would be illogical and unethical not to treat them. What if you got hurt in another country? Would you want them to deny you treatment just because you aren't a citizen? As a citizen, if you were severely injured, would you want the hospital to demand and verify proof of citizenship and insurance or ability to pay before they would treat something life threatening? Even if it means you or a loved one could die because of the wait? What if you don't have these documents on you? To not treat illegals they would have to verify everyone's citizenship before treatment and that just isn't logical. It also is unethical to allow a person to die in a waiting room just because they can't prove citizenship. People who do go to ERs and don't pay (citizens and aliens) are driving up the costs of health care like crazy. With the amount of people unable to afford health care growing rapidly, this will continue and increase. Those people with insurance are already, in a round about way, paying for those without coverage through increased insurance premiums (hospitals have to raise prices to pay for those who got treatment and didn't pay). The more premiums go up, the more people can't afford insurance, the more people go to ERs and receive treatment they can't afford, hospital bills go up, insurance goes up, more can't afford premiums, it is a vicious cycle and something needs to be done to change it. Denying people care completely is not an option and is an absolutely atrocious idea.

The plan I%u2019m announcing tonight would meet three basic goals: It will provide more security and stability to those who have health insurance. It will provide insurance to those who don%u2019t. And it will slow the growth of health care costs for our families, our businesses, and our government. It%u2019s a plan that asks everyone to take responsibility for meeting this challenge %u2013 not just government and insurance companies, but employers and individuals. And it%u2019s a plan that incorporates ideas from Senators and Congressmen; from Democrats and Republicans %u2013 and yes, from some of my opponents in both the primary and general election. Is that before or after %u201Cthey have nothing%u201D? and the %u201Cparty of no%u201D? Sounds all inclusive, but that%u2019s just sound. Here are the details that every American needs to know about this plan: First, if you are among the hundreds of millions of Americans who already have health insurance through your job, Medicare, Medicaid, or the VA, nothing in this plan will require you or your employer to change the coverage or the doctor you have. Let me repeat this: nothing in our plan requires you to change what you have. Heard this one before?? Believe it now? So he%u2019s going to throw out HR3200 then? because it has been proven time and again that this assertion is false. But I suppose if you tell a lie often enough some people might believe it. What this plan will do is to make the insurance you have work better for you. Under this plan, it will be against the law for insurance companies to deny you coverage because of a pre-existing condition. As soon as I sign this bill, it will be against the law for insurance companies to drop your coverage when you get sick or water it down when you need it most. They will no longer be able to place some arbitrary cap on the amount of coverage you can receive in a given year or a lifetime. We will place a limit on how much you can be charged for out-of-pocket expenses, because in the United States of America, no one should go broke because they get sick. And insurance companies will be required to cover, with no extra charge, routine checkups and preventive care, like mammograms and colonoscopies %u2013 because there%u2019s no reason we shouldn%u2019t be catching diseases like breast cancer and colon cancer before they get worse. That makes sense, it saves money, and it saves lives. So where are the companies going to get the money to cover all these new mandates?? This just raises the cost, not lowers it. It%u2019s not like the government, who can just print money anytime it wants. That%u2019s what Americans who have health insurance can expect from this plan %u2013 more security and stability. Pick the target, freeze it, personalize it, and polarize it. Now, if you%u2019re one of the tens of millions of Americans who don%u2019t currently have health insurance, the second part of this plan will finally offer you quality, affordable choices. If you lose your job or change your job, you will be able to get coverage. If you strike out on your own and start a small business, you will be able to get coverage. We will do this by creating a new insurance exchange %u2013 a marketplace where individuals and small businesses will be able to shop for health insurance at competitive prices. Insurance companies will have an incentive to participate in this exchange because it lets them compete for millions of new customers. As one big group, these customers will have greater leverage to bargain with the insurance companies for better prices and quality coverage. This is how large companies and government employees get affordable insurance. It%u2019s how everyone in this Congress gets affordable insurance. And it%u2019s time to give every American the same opportunity that we%u2019ve given ourselves. The Congress%u2019s Health plan is funded by the Taxpayers. It has no limitations. And that%u2019s why the amendment to force Congress and Federal employees onto this new plan was defeated by vote in Congress. For those individuals and small businesses who still cannot afford the lower-priced insurance available in the exchange, we will provide tax credits, the size of which will be based on your need. And all insurance companies that want access to this new marketplace will have to abide by the consumer protections I already mentioned. So, they can decide to not access it? Even though it%u2019s mandated? This exchange will take effect in four years, which will give us time to do it right. You mean after the 2012 Election? And the collection of massive amounts of cash to pay for the intial stages of it. And if this is such a major, emergency why wait 4 years? What happens to grandma and her pre-existing conditions until then? In the meantime, for those Americans who can%u2019t get insurance today because they have pre-existing medical conditions, we will immediately offer low-cost coverage that will protect you against financial ruin if you become seriously ill. This was a good idea when Senator John McCain proposed it in the campaign, it%u2019s a good idea now, and we should embrace it. McCain%u2019s proposal called for providing federal assistance to state-based high risk pools. Not Federal risk pools themselves. Oh well, the truth is hardly the issue here. In 2008 during the campaign, Obama called McCain%u2019s health plan %u201Cradical%u201D. This would be the idea that the Democrats once Mocked right? DNC chairman Howard Dean. %u201CAs usual, McCain was short on details, but where he did outline a plan for the future he relied on recycled Bush proposals and flawed ideas have done nothing to reduce the ranks of the uninsured or help America%u2019s working families find quality, affordable health care.%u201D (CBSNEWS) But now they want to kiss an make up? %u201CAnd you know what? They don%u2019t have one. Their answer is to do nothing.%u201D Now, even if we provide these affordable options, there may be those %u2013 particularly the young and healthy %u2013 who still want to take the risk and go without coverage. There may still be companies that refuse to do right by their workers. The problem is, such irresponsible behavior costs all the rest of us money. If there are affordable options and people still don%u2019t sign up for health insurance, it means we pay for those people%u2019s expensive emergency room visits. If some businesses don%u2019t provide workers health care, it forces the rest of us to pick up the tab when their workers get sick, and gives those businesses an unfair advantage over their competitors. And unless everybody does their part, many of the insurance reforms we seek %u2013 especially requiring insurance companies to cover pre-existing conditions %u2013 just can%u2019t be achieved. Your New expanded %u201Cmarketplace%u201D of Choices are to have NO CHOICE whatsoever. We are paternalistic and we know whats best for you. That%u2019s why under my plan, individuals will be required to carry basic health insurance - just as most states require you to carry auto insurance. Likewise, businesses will be required to either offer their workers health care, or chip in to help cover the cost of their workers. There will be a hardship waiver for those individuals who still cannot afford coverage, and 95% of all small businesses, because of their size and narrow profit margin, would be exempt from these requirements. Mandatory, but with waivers? So is this a definition of mandatory that has not previously existed? Or just more doublethink. And if 95% of small businesses are to be exempt does that mean they don%u2019t have to offer it, or take from your %u201Cmarketplace%u201D? And what of the IRS fines in HR3200 on businesses that don%u2019t have %u201Cacceptable%u201D plans? More Smoke? After all, he just said several paragraphs ago: %u201CIf some businesses don%u2019t provide workers health care, it forces the rest of us to pick up the tab when their workers get sick, and gives those businesses an unfair advantage over their competitors.%u201D So if %u201Csome%u201D don%u2019t provide it%u2019s %u201Cunfair%u201D but 95% of small business will exempt. Individuals will be required to have coverage unless they have a %u201Chardship%u201D in which case the %u201Cmarketplace%u201D that you don%u2019t have to participate in, but if you do, you will have to abide by the governments rules which they will make law even if you don%u2019t participate you will still abide by, and that will cover them. And we still will not cover Illegal Aliens. And their cost to the system is just ignored. Does your head hurt yet? But we cannot have large businesses and individuals who can afford coverage game the system by avoiding responsibility to themselves or their employees. Improving our health care system only works if everybody does their part. It takes a Village.

Only a fool would believe that no requirements for proof of being a legal american would prevent aliens from cheeting the system. As of this time no requirement exists for citizenship proof such as birth documents and just signing a paper saying your legal is hog wash. I don't guess you have listened to his interview after Obamas speech. He was an imigration lawyer and has no problem with legal imigration and their inherent rights. He said that two of the house bills being considered to have provisions that would in essence provide health insurance to illegals. Are you just being blindly led off of the cliff? Open your eyes.

There is currently no screening for citizenship with respect to this insurance reform, i.e., don't ask, don't tell? The same holds true with the 2010 Census Form. Sounds like something you would hear in an ACORN office, right? Keeping this in mind, I would assume many illegals could be receiving benefits under this plan--since no one asks, or seems to care. Moreover, under this plan, EVERYONE must purchase insurance, including illegals, therefore, they are covered under this plan. They wouldn't be forced to purchase something and NOT receive coverage, huh?
My point is, there is so much confusion as to interpretation of these bills. Vagueness helps ram this through quickly, before anyone has a chance to digest what the totality of the legislation will be--and this is what is so dishonest about treating this hastily, and without concern for TRANSPARENCY to those whom it will effect. I have read some fact check accounts today that claim illegals will be covered, others say not. No one knows what will be the final outcome of this legislation, except that it is 100% certain to get screwed up if managed by our government. Remember Cash for Clunkers?

We still will be paying for illegals, where do you think they get their medical attention, THE EMERGENCY ROOMS, the main expense obama keeps claiming why our health system is so messed up and the number he keeps throwing out to the general public, a majority of that number is illegals. Though Rep. Wilson's remark did not follow protacal, it was correct. No hospital can deny treatment for stabilization and some hospitals do not deny treatment period.

So...no insurance coverage for illegals, but they are still allowed to just show up at a hospital for treatment?? Why would I care if I had insurance if I can just go to a hospital for treatment??
We will absolutely not cover illegal immigrants with government insurance....why should we when those that have insurance cover them anyway with increased hospital costs??

I have just learned that our laws forbid us from withholding medical care from ANY person residing in this country, legal or illegal, IF there is a program in place that provides for the care of ALL citizens of this country. PUBLIC HEALTH CARE!!! Guess they don't want to let us know what the law of the land is...we get a public health plan and it's open to all...including illegals. It's in the Constitution
