    Washington in 60 Seconds: Sarah Palin's No. 1; Indies Are Losing the Love for Democrats

    Good morning, Capitolists! With the Columbus Day recess in the garbage can, the mood and behavior in Washington has gone into the toilet. We'll tell you shortly who's calling whom "knuckle-dragging Neanderthals," but in the meantime, here's what else is making news in Washington today:

    * The president holds meetings with senior advisers, heads to a fundraiser for Democratic governors, and then boards Air Force One for Copenhagen to pitch Chicago's bid for the 2016 Olympics.

    * Michelle Obama is already in the Danish capital, and meets this morning with the head of the International Olympic Committee. Later she'll go to a luncheon thrown by the queen of Denmark. (Who knew Denmark still had a queen?)

    * Back in Washington, commoners on the Senate Energy Committee will hear from Washington's favorite numbers man, Doug Elmendorf, to learn how much climate-change legislation is going to cost us. Other boldfaced names on the Hill today: Ben Bernanke testifies on financial regulatory reform, while the vice chairman of the joint chiefs, Gen. James Cartwright, testifies on missile defense.

    * Get out your wallets, smokers. The Senate Finance Committee approved a measure yesterday to let employers charge you and your unhealthy smoking buddies up to 50 percent more in health insurance premiums. The same goes for obese people and anyone else engaging in "unhealthy behavior." The committee goes back to work today, and you know we'll tell you what goes down.

    * Capitol Hill won't have Ken Lewis to kick around anymore. The CEO of Bank of America, who has been a frequent witness/ punching bag in congressional hearings to explain his bank's role in the financial meltdown, announced yesterday he's stepping down. The New York Times' Andrew Ross Sorkin writes that even if Lewis quits his job, he can't quit N.Y. Attorney General Andrew Cuomo, who is still investigating Lewis and his board.

    * So how are independent voters responding to all of the drama in Washington? Not so well, it turns out. Chris Cillizza at The Washington Post writes that for the first time in four years, more independent voters lean Republican than lean Democratic. At the Capitolist, that's what we like to call a "red flag" for President Obama, who owes his current job to the indies' support last November.

    * And finally, Sarah Palin is "Going Rogue" and America loves it. Her book isn't even published yet, but CBS News reports it's already No. 1 on Amazon.com's bestseller list.
