The statement has yet to be verified but seems to be an attempt to influence U.S. and European debates over whether Afghan insurgents can be separated from terrorist groups like al-Qaida. It could also signal that Taliban leadership is reconsidering its longstanding but rocky alliance with the stateless terrorist organization.
