Priest-Molesters Often Aren't Monitored, Despite Church Promise

Figuring out how to keep children safe from child molesters released from prison is a longstanding problem facing American society, since even neighborhood notification programs can only do so much. Protecting children from predators who escaped criminal punishment, as most clergy accused in the Catholic abuse scandal did, is likewise a dilemma.

The Catholic Church hoped to have a better solution, since it could insist that priests found to have abused children but who were beyond the reach of the law might be closely monitored and kept away from minors if they remained priests in the employ of a bishop.

But an investigation by The Associated Press has found that a number of clergy who were considered too old or ill to be dismissed from the priesthood are in fact not being supervised, as the Catholic bishops had promised they would be as part of a package of reforms adopted in 2002.

The AP found that bishops were more likely to defrock (or "laicize," in the technical term) priests, and that only a few dioceses had any oversight programs for priest-molesters who remained. Bishops found that monitoring priests was costly, and that keeping abusers in the priesthood -- even though they were barred from active or public ministry -- could expose them to further liability if the men assaulted children again.

"In many instances, it's a decision based on whether there is the probability of being able to provide the monitoring that's necessary," said Sister Sharon Euart, a canon lawyer who advises bishops and religious orders. If they can't, they may be more likely to begin the process of removing them from the priesthood, she said.

That effectively sends these abusers out into the general population with no oversight.

"Some dioceses really have laicized everybody," Monica Applewhite, a consultant who conducts abuse-prevention training and helps develop policies and monitoring programs for dioceses and religious orders, told The AP.

There is no solid information on how many dioceses have programs to monitor abusers who remain priests, though Applewhite estimates just a few hundred accused clergy are now under supervision around the country.

Child abusers tend to be compulsive offenders who have a high rate of recidivism, which makes parole more of a gamble than even for murderers and other convicts.

The difficulty is twofold: Abusers who remain priests are not being supervised adequately, and those who choose to leave or are kicked out of the priesthood then sever their ties with the diocese, which has no leverage over them.

Civil authorities cannot monitor them, and even if they had the right to do so, they are unlikely to dedicate resources to such tasks when they could be better used going after current child abusers who pose a bigger danger.

Catholic priests have been abusing their powers for centuries, not decades. In the US, their tendency has been to molest young boys, but in other countries, they have targeted young women. Once the community finds out that the local priest has gotten another girl pregnant, people protest and demand justice, but the church protects these deviants by transfering them to another city or country altogether. This is nothing new and the Vatican is not doing anything to correct it. I grew up in the Catholic church, but from my early years, I questioned the hypocrisy of their teachings. I left for about five years and went back a few years later, only to be reminded of their contradicting and divisive teachings. Let's not forget about the Vatican's record of injustice: The Crusades, The Inquisitions, The Cruel conversition of Native Americans. They also had a hand on helping Nazi war criminals escape to South America.

The Catholic church has died for me. The way the church is shutting down the old historic churches in cleveland to rape their coffers is criminal. I vow to Never Again give one dime to the catholic church and I believe the only way to get the church to listen to the people is to boycott the offering plate passed on Sunday. Cut off the money that is covering up for corupt priests and save our old parishes from the evil in our church. As a child I saw the socialist liberals take over the church and preach their propaganda. Now they steal the life work of the old parishes members to line their pockets and fund their socialist agenda. Enough!!!

High p. char, Locking them away sounds good, exicuting them is an option for worst cases. Leting those who's kids they abused help deside is a very good idea too.

As long as these guys can hide in safety in the Catholic church and be protected they will keep on becoming priest. It's up to the people now to pull out support and find out their salvation is not through the Catholic church but Christ alone.
You become a part of the sin when you keep supporting it. Jesus is not going to have a safe place for the ones that do this to children.

MSD you do realize that only a SMALL percentage of priests do these horrible things. There are thousands of holy men who are priests. Don't condemn them all for the actions of a few.

I agree with bill, John Lennon was right in that respect, I how ever I have never been this religion, but I have studied many different religions. And have a masters in Wiccan religion. I am appalled by any religious head that would let anything like this go on for so long or try to hide it. or ignore it and hope it goes away. That is just sad. They don't even try to get help for the people who were abused. Abuse of any kind leave scars, mostly mental. I know I was psychically abused by my father, and it took years for me to trust, mean and people in general. But I worked through it. For I'm a strong person and my mother stuck up for me and Stopped my father and even called the cops on him. But those without the support where can they turn, after someone who you should look up to and should be there for you to return too is the abuser. I feel for them and the pope should help them and turn the abusers over to the law in forcements of where ever the abusers live. As Studies by DR. s and scientist have shouldn't the pedophiles cannot be fixed, by rehabilitation, drugs, or religion. This is a sick and sad part of the world. It can be fixed if everyone in including the Vatican see it as a crime and puts them on death row or in Prison for life with on prole. that's what we must and should do no matter if the are a parent, teacher, government, or of a religious organization

The priests in question can only be monitored as well as the bishops who watch over them. At the end of the day, the Catholic church is still a business that needs money to operate. No business likes a scandal, and they will do whatever they can to bury one. Enough said.

rhino, you are asking for today's laws to be applied to "decades, if not, centuries" old abuses. Back 50 years ago, no matter the sexual abuse it was hidden. And it is not just Catholic priests. They are sued because the church has a whole lot more money than one poor minister who isn't attached to anything but his family and house.
