The administration is essentially depending on broad coordination among federal agencies to refocus and more efficiently use existing funds (current spending on domestic HIV and AIDS programs is $19 billion per year), though Sibelius did announce that $30 million of the Affordable Care Act's Prevention Fund would be dedicated to the plan. It calls for the Office of National AIDS Policy to work with the Office of Management and Budget to set domestic priorities, and it designates lead agencies (including the Departments of Health and Human Services, Justice, Labor, Housing and Urban Development, Veterans Affairs and the Social Security Administration) to implement the strategy.God Bless President OBAMA !

Posters should be pinned up everywhere, including places of employment. Alot of people who are already infected with HIV/AIDS are against this idea of posters because they want more people to get infected because they don't want to be alone in suffering their disease. People with HIV/AIDS need to realize there will never be a cure for this disease. We still don't have a cure for the common cold and we never will. Anything strong enough to kill the common cold will also be strong enough to kill humans, such as arsenic which kills all germs but also kill humans. However, scientists have come a long way in developing medications to partly relieve some of the symptoms of HIV/AIDS which enable them to live longer and more productively but they can still infect other adults and their unborn babies. Because more HIV/AIDS people are still living or living longer, the population of people with HIV/AIDS keep on increasing. With this in mind, this is all the more reason why we need to be very aggressive in educating non-infected people in protecting themselves from getting HIV/AIDS. Posters need to be EVERYWHERE.

Who would have thought that Abstinance would prevent the threat of dying to this dreadful disease.
