Sen. Scott Brown on Arlington National Cemetery Failures: 'It's a Joke'

As many as 6,600 graves at Arlington National Cemetery could be unmarked or mislabeled, thousands more than the initial estimates, a Senate panel learned Thursday.

The former superintendent said he didn't know how the problem could have happened.

"As frustrated as you are with this, we are even more so," John Metzler, the former superintendent at Arlington, said during during testimony at a Senate subcommittee looking into the issue.

Sen. Claire McCaskill (D-Mo.), who chairs the subcommittee, said Thursday her investigations have found that 4,900 to 6,600 graves are unmarked or improperly labeled, up substantially from the hundreds reported in the first estimates.

Metzler and Thurman Higginbotham, the former second-in-command at Arlington, repeatedly told senators that any issues stemmed from a lack of funding or mislabeled maps from years past. Close to $8 million was spent installing a new tracking system to replace handwritten note cards, but that new system still does not work, they said. Higginbotham, who oversaw that system, invoked his Fifth Amendment right not to testify and was eventually dismissed from the hearing.

"The top priority should be identifying the people who are national heroes for this country," said Sen. Scott Brown (R-Mass.). "The priority should've been given to the fallen that are buried there, not fax machines or copy machines. It's 2010 and we've got all the technology and you're still dealing with 3-by-5 cards. It's a joke."

McCaskill echoed Brown's sentiments and said Metzler's plan to create a new grave tracking system, instead of modifying a system used by the Department of Veteran Affairs in its cemeteries, showed a lack of management.

"We are here today because people had had enough and they blew the whistle," McCaskill said. "This is not about lack of resources. This is not about that you have a complicated job. It's called keeping track of who you bury where. That is not a complicated task. And the notion that you would come in here and say you didn't know about it until a month ago is offensive. You did know about it and you did nothing."

When pressed further by the senators to answer questions with clear responses, Metzler repeatedly said he was unaware of any problems, to which an exasperated Sen.Susan Collins (R-Maine) finally said, "Your answers make no sense to me whatsoever."

The online magazine Salon first reported the problems at Arlington, home to more than 330,000 graves, in July of 2009. That prompted an Army investigation into the apparent mismanagement at the cemetery and caused both Metzler and Higginbotham to lose their jobs.

Our New Approach to Comments

In an effort to encourage the same level of civil dialogue among Politics Daily’s readers that we expect of our writers – a “civilogue,” to use the term coined by PD’s Jeffrey Weiss – we are requiring commenters to use their AOL or AIM screen names to submit a comment, and we are reading all comments before publishing them. Personal attacks (on writers, other readers, Nancy Pelosi, George W. Bush, or anyone at all) and comments that are not productive additions to the conversation will not be published, period, to make room for a discussion among those with ideas to kick around. When I was in the military, we called people like those who were supposed to be in charge of Arlington "feather merchants". After all these years....nothing has changed....

Turn all veterans cemeteries over to the VFW or American Legion. They have respect for the men and women who offered their lives for our country. It is evident that the present system either does not work or they just don't care.

I'm a fairly well educated person and other than older graves not being marked properly and cataloged, I don't understand how you could possibly mismark a grave in a National Cemetary. It doesn't take a multi million dollar computer program to generate a map and a spread sheet registry to keep track of who's buried where. Just about any high school student can do it with a laptop. What I am trying to fathom is. How does anyone know that the markers are mislabeled on that many graves and how did they determine that the graves were mismarked? Other than grave markers being damaged, a plot map like that used at cemetaries around the world should've been used. Since, the cemetary was started at the end of the Civil War, it's quite understandable that there would be many "Unknown Soldiers" buried there. And before anyone gets thier panties in a bunch, I am a Veteran of three wars and have nothing but respect for those who gave everything for our country! I just think that this may be getting blown out of proportion for political purpose by both sides and it shows you how inept the government is when they try to manage anything! I mean really, they've spent a couple of million dollars for a computer program to keep track of graves!

Maybe they should take a good look at who works at the Department of Veteran Affairs as well as the Postal system & other government offices.

It's a shame to think that some of these same types of people probably work at the Post Office, the I.R.S., and many other government agencies. IT SHOWS.

The problems with grave ID at Arlington are directly the result of appointing
inept managers. High ranking career military officers may have zero management skills; and may lack the ability to adapt existing computer tracking methods.
Just maybe, the military realized it would be dangerous to have these men in charge of combat situations, so they were 'diverted' to spend the rest of their careers babysitting the cemetery. Arlington didn't deserve to be treated so casually by an agency of the US government

The men and women who gave their lives for this country did not fall down on their duty to serve this country. We, in this country, have let them all down. We must all be ashamed of this government mess that we have created. We let things go, and do not hold those in government accountable. We need to start to hold ourselves accountable as citizens of these United States and take an active part in holding all parts of this government accountable. It starts with all of us becoming active participants in local politics and staying in contact with your Senators and Representatives and "make time" to find out what is going on. We can't hold others accountable if we, as citizens don't hold ourselves accountable to be good citizens of this country. Put aside your "Republican or Democrat" names and become a good citizen first! I personally must hold myself accountable, and I hope that any of you reading this will do the same.

Here is a politician who only joined the National Guard to firther is political career bllyaching about misplaced graves. One would think that a politician who actually served during a time of war would be more appropriate!
