CHICAGO -- Mayor Richard Daley on Tuesday announced that he would not seek another term when he is up for re-election next year.

Daley, 68, first elected mayor in 1989, had been expected to hold off on deciding whether to run again until after the November elections. In City Hall, the bombshell came in a short statement from Daley during a brief press conference that was called to make a cabinet announcement.

"The truth is, I have been thinking about this for the past several months. In the end, this is a personal decision, no more, no less," Daley said. He was flanked by his wife, Maggie, his children and their spouses.

"I'm shocked," said Alderman Margaret Laurino. Alderman Helen Shiller, who is in her 24th year on the City Council, said the same thing, adding "I would not have bet money on this."

Daley has not anointed a successor. The 2011 primary is Feb. 22 and there is no obvious front-runner. White House Chief of Staff Rahm Emanuel has said he would run if Daley did not. Alderman Joe Moore, asked about Emanuel's viability in what is sure to be a crowded field said, "He would have to stand in line with everybody else."

Emanuel issued a statement that did not indicate his intentions.

"While Mayor Daley surprised me today with his decision to not run for reelection, I have never been surprised by his leadership, dedication and tireless work on behalf of the city and the people of Chicago," Emanuel said.

In December, Daley becomes the city's longest serving mayor-surpassing the tenure of his father, Richard J. Daley.

Our New Approach to Comments

In an effort to encourage the same level of civil dialogue among Politics Daily’s readers that we expect of our writers – a “civilogue,” to use the term coined by PD’s Jeffrey Weiss – we are requiring commenters to use their AOL or AIM screen names to submit a comment, and we are reading all comments before publishing them. Personal attacks (on writers, other readers, Nancy Pelosi, George W. Bush, or anyone at all) and comments that are not productive additions to the conversation will not be published, period, to make room for a discussion among those with ideas to kick around. Chicago will lose steam without this guy as their Mayor. Thats ashame because they are the mightiest city around! They may do things, How do i put this, Not by the book? but they get done and even when things look bleak and people whine it always come out good. Chicago last year alone recieved 45 Million Visitors!! Yes, 45 Million!! That is Mickey Mouse land, Lost Wages then Chicago. Thats a HUGE count for a city that relys on their beauty, Architecture, lake and river and world class museums and zoo`s. I mean there are a million and a half things to do in that great city but if you turn on a TV or look in a paper its Disney this (A Chicago Company to this day) or Vegas that (also built and basically ran by Chicagoans. People LOVE to hate dalet except at the polls because the guy has given them a clean beautiful, fun city to live in for the last 21 Years. between him and heis father they have taken care of Chicago for over 40 Years as Mayors. Inbetween??? Lets just say it`s a good thing the Daleys came around. By the way... I am a conservative. I Hate Most Democratic ideals but for some reason i can`t hate Daley and i truly believe Chicago will be in trouble. It will take years for it it to start showing but when it does It will be crying time. Sorry for the stupid expression.

Carl Sanburg's poem "Chicago" (composed in 1916) calls it "...Crooked? Yes...but the city of big shoulders...set vivid against the soft little cities...shoveling, planning, wrecking, building, rebuilding...under the dust and terrible burdens...yet laughing, as a young man laughs, with smoke, dust over his mouth, laughing with white teeth...standing tall...proud, with the pulse of the people under his wrist." A tough job in a tough town. Happy retirement Mayor, you earned it.

Probably has milked the city for all he can get out of it. When it collapses, he can blame it on someone else.

It's good that Richard Daily decided not to run, Chicago needs new and young blood in order to push forward. Now, Alderman Helen Shiller, 24th year on the City Council that's not fair for the community at large! Here in New Mexico we call them dried up 'old stumps' that are just there as part of the fixtures! She also needs to step down and give other young people a chance to push Chicago forward!

How about the ex-Detroit mayor? ---- Kwame Kilpatrick, I think he will be available. ---- Surely he will be out of jail in time.

Michelle, VERY FEW of the people that complain about Daley and the City of Chicago live here. I know that for a few reasons. One of the biggest is crime. You know when a person says Chicago is full of crime they do not live here. Chicago has BAD Crime in a Few places and almost None in Most. The FBI has done studies that show 7% of chicago has violent crime on a recurring basis. Thats a very little. In the meantime NYC has 14% and they are the 2nd lowest. Places like memphis,Baltimore,Washington DC,Atlanta,Detroit Stlouis etc etc all have over 20% of their cities with violent crime. Thats alot of city you have to watch out for. heck the lousy 7% in Chicago are in a Few Hoods Like Englewwod and Austin and they are way out of the way. It`s easy to tell who is from the city and who is not. Michelle, you madr the right assumption. Whether she admits it or not, Claire is NO WAY from the City of Chicago. Either are half the posters here. Unfortunately they are conservatives like me. The ONLY difference between us is they hate all Dems for any reason or non at all while me on the other hand will respect a dem or anyone that does a good job. Daley took a city in trouble after the mayorships of Washington and byrne and turned Chicago into a Global city that 45 million people visit every year. They are also one of the few BIG cities that is not losing population. OH and for those Misinformed people that think the taxes are so high........ Chicago has been ranked in the top 10 tax Friendly Cities forever. It is not just Sales tax people that make a city a High taxed city. If you believe this, maybe you should be posting on a cartoon site. I will post one of the Tax web sites after this for all you that think you know better.

Daley is getting out because of the Budget Crisis. Illinois is in trouble because of too much spending too.................And so is Califormia, Arizona etc. etc.

I for one, have nothing but the utmost respect for Mayor Daley. As a life long resident of Illinois(save for the two years I have lived in AR) I KNOW that he has worked hard to keep the streets safe and try to do the best he could. As an elected official, he has to to what he feels is right, and as you all know, that's not always popular. Still, he's a good man that deserves some time with his wonderful wife Maggie, who I know had been battling breast cancer for quite some time. I'm sure this was a difficult decision, but Mr. Daley, you should know you have a lot of people behind you! Hopefully your successor cares for the city of Chicago and it's denizens as much as you did during your nearly two decades as Mayor.
