Hoeven has served as governor of North Dakota since 2000. As a teenager, he worked at his father's bank, First Western Bank & Trust. He attended Dartmouth College in 1979 and received a master's degree in business administration from Northwestern University in 1981. He then returned to First Western Bank and was its executive vice president from 1986 to 1993. From 1993 to 2000, he served as president and CEO of Bank of North Dakota.
