Senate Overwhelmingly Passes Tax-Cut Package, 81-19

By a vote of 81 to 19, the Senate on Wednesday overwhelmingly passed the tax-cut compromise struck between President Obama and senior members of the Republican Party. Despite protestations of many congressional Democrats, the House is expected to vote on the bill later Wednesday evening or perhaps Thursday, where it is likely to be approved. Obama has said he would sign it into law later this week.

The vote in the Senate nearly mirrored one earlier in the week, which ended debate on the bill and cleared a way to final passage. The 19 dissenters were Jeff Bingaman (R-N.M.), Tom Coburn (D-Okla.), Jim DeMint (R-S.C.), Byron Dorgan (D-N.D.), John Ensign (R-Nev.), Russ Feingold (D-Wis.), Kristen Gillibrand (D-N.Y.), Kay Hagan (D-N.C.), Tom Harkin (D-Iowa), Frank Lautenberg (D-N.J.), Patrick Leahy (D-Vt.), Carl Levin (D-Mich.), Jeff Merkley (D-Ore.), Bernie Sanders (I-Vt.), Jeff Sessions (R-Ala.), Mark Udall (D-Colo.), Tom Udall (D-N.M.), George Voinovich (R-Ohio) and Ron Wyden (D-Ore).

tax cutsBrought to the floor by Senate Majority Leader Harry Reid late last week, the bill contains a significant package of extensions and cuts to 2010 tax rates. As Obama outlined when the deal was first brokered, the bulk of the bill is dedicated to extending the expiring Bush tax cuts for all income levels, but only for the next two years -- not permanently, as most Republicans called for.

In addition to extending the cuts, the deal also temporarily trims the 6.2 percent payroll tax to 4.2 percent for all workers and extends unemployment benefits for 13 months for Americans out of work, up to 99 weeks. Most objectionable to liberal Democrats, the bill also sets the estate tax at 35 percent for estates valued at more than $5 million, well below the 45 percent rate on estates over $3.5 million that most Democrats had been pushing for.

Prior to the vote, several senators introduced last-minute amendments to the bill. Sanders put forth one amendment that would have eliminated the tax cuts for upper-income earners making more than $200,000 per individual and $250,000 per family (and made permanent the cuts for the remaining 98 percent of Americans). Sanders proposed that the resulting tax revenues be directed toward infrastructure investment and reducing the federal deficit, though the amendment failed, largely on partisan lines.

Speaker of the House Nancy Pelosi has voiced her opposition to the Senate-approved deal, and on Tuesday House Democrats emerged from a late-night caucus expressing anger with the White House over the estate tax provision in the bill. Despite this outcry, the House is expected to go forward with a vote on the bill in the next 24 hours. The Senate is next expected to take up the new START treaty, while the House will move forward on a stand-alone repeal of the "Don't Ask, Don't Tell" policy prohibiting gays from serving openly in the military.

Personal attacks (on writers, other readers, Nancy Pelosi, George W. I have been a dedicated Democrat for many decades and I must say that this last Presidential election I did as much as I could (without a car, I lost my job teaching at the college, in fact our entire department was laid off when Bush 2 cut the Federal Funding for our 20 year program, and that is coming onto 3 years ago, and can you guess how many grocery stores want to hire a former professor for bagging or cashiering, how many Targets or Walmarts want to hire so educated someone for cashiering, stocking racks and shelves, salespersons, how many McDonalds or Burger Kings would consider hiring some with more than an Associates Degree, like Jan Brewer, Govern or Arizona, even preschools and daycares won't give me a try, so we ended up losing our 2002 Corolla, our Good car). Well, I did what I could from home, and I wasn't going to let Obama lose, and he didn't. So, look what he does, he betrays the unemployed (I stopped getting it long ago, but there are people that should be getting it, and Boehner was utterly immoral, unethical, and unChristian to ever put it on the table to continue the horrible 70% tax cuts for the wealthy, that hostage situation is called extortion, but the fact that Obama set us poor up for this to happen again and again and again, so I am deeply saddened by his caving in to Boehner. We are now a slaves to the Republicans, and my Hero's shining armor is tarnishing more and more by the day. You know, its one thing to make a fool out of yourself, but to make those you represent fools along with you, now that's really bad. He gave the bank to the rich and wealthy, and now Boehner will ask for everything he wants, and just threaten to harm the melting middle, what there is left of it, and the working poor.

Sadly, Obama did not look much further than his own nose...had he let Boehner cut the unemployment, take on that responsibility of throwing the unemployed out of their apartments, having already lost their homes, and in the hard and early winter, to shelters if there is space for them, with their children, who will have Christmas dinner at a soup kitchen, and just how keen are the many faiths in their services feel about that, and how many church leaders would have railed against Boehner and the Republicans in DC and the Republicans in their church membership who did nothing to stop him. You couldn't ask for better PR for the Democrats, and the money pouring in to open up more shelters and make sure that the tax cuts to the rich and wealthy melt like icicles in the warm sun of Christian love for our brothers and sisters, and then there would be mercy and charity, the great ideals that the Lord of all faiths swears us all to practice.

So, my hero's armor is tarnished, he has lost his courage, lost his faith in his God to provide that he may hold onto his good leadership, his path to righteous, and his courage in the face of "NO, the He(ck) we aren't," who we all know hasn't an ounce of mercy, charity, or goodwill among any but the rich men. I shall pray for you, President Obama, that you find your spine and stop enabling the Republicans to take advantage of us, your poor Democrats, stop Boehner from slicing us dedicated Democrats into pieces and throwing away the Democratic Presidency. You owe us that much. If you are going to surrender to Boehner and the Republicans, then you make it good and clear you are not representing me and most of the Democrats I know, and the many who have outcried against this back room deal, say you are doing this of, for, and by yourself and do not connect it to the Democratic party, because we DON'T want it, and if you keep on selling us out, you shame us, we shall have no self-respect in being Democrats.

Well, Sir, when the 13 month unemployment is gone, what then shall we do...since we will still be giving the rich and wealthy that 70% tax cut, no help from them to help the jobless, no, Sir, because we gave it to the rich and wealthy...what then shall we do? Beg from the Republicans, whose rich and wealthy 1% of our population own 99% of our American wealth, and with the continuation of their tax cut will continue to own even more and more of the wealth of the country...

"Earmarks make up less than 1% of our country's budget. Defense is the 900 lb. giant but it won't be tamed because too many congressmen rely on the military indutrial complex to provide jobs in their states. Look up what ex-Pres Eisenhower said, then decide."

So true!

Nothing will change. The republicans and democrats will have their pet spending projects. Both parties will cave in to their lobbyists and reelection contributors. The deficit will grow and other countries will nation build while America regresses. 2012 COULD CHANGE THINGS. VOTE.

How about cutting the government? How about cutting government wages? How about cutting government benefits? How about cutting government pensions? How about getting rid of government lobbying? How about getting rid of government bribes?

Every time the one side tries to give the little guys (remember us?????????) the other side bitches because the poor rich people want more. Remember the mistake learned after the 1929 crash: a country cannot survive without a middle class. We are getting close to finding out what happens when the middle class is destroyed! But when you are rich you don't need anyone else do you? WHOOPS! Without a middle class who pays for everything? The poor can't and the rich don't want to. UH-OH... No one left to pay!!!!!!!!!!!!!!!!!!!

The President, Democrats, and Republicans can call it a compromise, but in reality this is/was a conspiracy against the American people. Either they are totally incompetent, or they have an aggenda to destroy this country. A debt commission pretty much said we are nearing bankruptcy, yet the next week these folks who are supposed to represent us and the good of the country, just pile on more spending. In addition, they have chosen to further weaken Social Security that is already paying out more than it is taking in. By 2012, a third party that truly represents the people of this nation needs to be formed and win a lot of the seats up for re-election. This is the Country's only hope. For a brief time this past fall, the Republicans gave the country some hope when they said they had reformed. Five weeks later, it is business as usual making them look like a bunch of liars.

I truly appreciate the efforts of the republicans and our president. I will be able to spend generously on catered parties, possibly a new Rolls Royce, and still be able to make large political donations..Now, if they just cut those social programs for the peasants, they could reduce my taxes even more...I shall talk to those politicians, they understand money! off to the Islands, bye, bye... I do hope uncle Charles expires before the end of the year, I would hate to deal with those dreadful estate taxes.

You are talking about the Dems aren't you? You know the ones who put us into trillions of debt. The DEms who do not care what we want? The Dems who do not care for the middle class or the poor.Congress has a 13% approval rating. The people have spoken now and in the election. Dems are the problem not the solution.

Eisenhower did NOTHING. Reagan violated the trust of Congress with Iran Contra and sent Ollie North to prison. Nixon.....well, you know. Then Ford pardoned him and then did nothing. And BUSH ? HE was the BIGGEST disaster of ALL. And they wanted to impeach Clinton for a BJ ?

Just like the Iraq war. These nuts in Congress can be sold on anything if you buy them off with "earmarks". Yes, we needed the unemployment extension, but we also need more Tax money to pay for it.

The obama was very clear at the time of the election about his tax plan. I want him to stick with it.

He was elected for four reasons.
1. Nobody wanted a war.
2. Econony
3. Putting American People first.
4. Middle class Family benefits most.

I know there are probably things in this tax cut extension bill that neither side likes. That goes without saying. However, if the House does not pass the unemployment extensions, with over 2 million Americans being unemployed and with the severe shortage of jobs, I'm afraid that they will be opening a Pandora's Box that will not be so easily closed. In states like my home state of PA where the labor laws do not favor the employees and the employers are allowed to get away with murder, I'm afraid that not passing the unemployment extensions will make the LA riots look like a backyard barbque or worse. Please bear in mind that I'm not saying that this will happen, however, when you open a Pandora's Box, there's no telling what will happen.
