Sexual Assault Cases Up 64 Percent at Military Academies

Sexual assaults at the nation's prestigious military academies have soared, with reported cases rising 64 percent during the 2009-2010 academic year, according to a new Pentagon report.

The actual numbers of reported cases – 25 in academic year 2008-2009 and 51 cases in 2009-2010 – may be significantly understated, the report indicated. According to a survey of cadets at the academies, fewer than one in 10 cases are actually reported. The rest go unreported because cadets fear being the object of gossip, or are uncomfortable reporting a sexual offense to academy authorities, or feel the incident is not significant enough to report.

The rise in sexual crime comes despite concerted efforts by the Defense Department to crack down on sexual misbehavior and to encourage military members to report incidents and to seek counseling and other help -- which may in part explain the increase in incident reports.

The Defense Department has mandated increased training on sexual harrassment and assault, not only for academy cadets but across the armed forces. One "unexpected result,'' the Pentagon study said, "is that education about a problem may enable individuals to better recognize it when it occurs. As a result, increases in surveyed incidence rates may reflect better identification of problem behaviors.''

"Sexual harassment and assault are incompatible with our core values, degrade mission readiness and reflect poorly on military culture, Clifford L. Stanley, the Pentagon's personnel chief, said in a statement. "The department is committed to establishing a culture free of sexual harassment and assault.''

According to the Department of Veterans Affairs (VA), more than 48,000 female veterans suffer from military sexual trauma, the result of sexual assault or harassment during their military service. The number of women in the military, enlisted and officer, active duty and reserve, is 1,341,727.

The American Civil Liberties Union and the Service Women's Action Network this week sued the Pentagon and the VA to force release of data documenting how military service members' complaints were handled.

The ACLU said one in three women are sexually assaulted during their service, but the military "has failed systematically to investigate complains, punish perpetrators and treat the health conditions suffered by the assaulted women. According to the ACLU, only 8 percent of alleged military perpetrators are prosecuted.

"The U.S. cannot continue to turn a blind eye to these crimes,'' the ACLU said in a statement. "We filed this lawsuit because the extent to which the government addresses, ignores, and hides military sexual trauma and its effects must be known. Only then can we do right by those who have been assaulted in uniform.''

Our New Approach to Comments

In an effort to encourage the same level of civil dialogue among Politics Daily’s readers that we expect of our writers – a “civilogue,” to use the term coined by PD’s Jeffrey Weiss – we are requiring commenters to use their AOL or AIM screen names to submit a comment, and we are reading all comments before publishing them. Personal attacks (on writers, other readers, Nancy Pelosi, George W. Bush, or anyone at all) and comments that are not productive additions to the conversation will not be published, period, to make room for a discussion among those with ideas to kick around. I would like to know where the aclu got their information...I was in the Army and Air Force for 23 years and there is no way these figures are correct...I would say less than 5 percent ,which is 5% to many....

That's 58,000 potential Astronauts. I've never heard of female Astronauts getting raped...in fact, they're treated with kids gloves and given high honors. If women realized how poorly Veterans are treated, they'd never join in the first place.

To the Rapists: You are now FUGITIVES. You had better climb on a Spacecraft and head for the Moon or Mars. If you stay on Earth they're going to hunt you down and take you down just like the animal that you are...mark my words.

One more thing. As a USNA '92 grad, I can tell you this stuff is taken seriously. It is a very strange environment: High pressure, high stress, only 10% female, very much restricted to where you can go and when you can leave the campus, etc.

With all that, I would be amazed if the #'s of sexual assaults are any higher than Universities in general. I'm not saying it is OK, I just don't think there is a story here. What is the expectation, that there be zero? Can you expect zero of anything, anywhere?

I looked at the study. The # of cases is 41 for 09-10, not 51.

I'd be interested in seeing the numbers of male predators raping and sexually assaulting male recruits. I'm sure most would be hushed hushed and very few male recruits would even want to come forward but I'm sure it happens.

military academies are the center of education and character forming of our military. cadets learn to control themselves and not to crack under extreme situation.
could it be that the female cadets are less less able to endure the training? many have "complained" about drill sergeants - when what this is all about is getting ready for fighting a war.
I am not surprised at the numbers, even though they seem to be high: the reason for that is that women want to be treated differently than men, yet they want the same advancements and priviliges.
lets not make sissies out of them - the academy is not a country club living.

As a former Drill Sergeant who trained both males and females, I can tell with conviction that females are no more likely than males to break under pressure. This article is about sexual assaults on women cadets and it's telling that you are grasping at straws to justify what is happening.

The academies have historically been notorious and lax in reporting or doing anything about sexual abuse. Since these are where the ring knocking leaders of the military come from, there really is no excuse for it. And sexual harassment goes on in the service. Depending on your commander, something may or may not be done about it. When it runs rampant, you really have morale and discipline problems. Its a dirty secret that has been in the military for decades. Its time its cleaned up. You have problems in the cadet corps? Time to start relieving officers for cause. Put these little turds in an enlisted billet for their 8 year committments. Set some examples, it will stop.

Cooper, you hit it on the money! In this case, where such a small number was looked at, vs # of reported cases throughout all of DoD, it would have been really easy for the reporter to include how many of those 58 cases where investigated? How many were unfounded/founded, proved/disproved? Faulty reporting I presume! Don't read to much into this article, it's very one sided. Give us the full picture.

So what you are basically saying is, even if 80% (an extreme number I picked on purpose) of allegations are false, the 20% are no big deal then? Don't get me wrong, if people are being unfairly accused (which includes women), it doesn't mean then that the GUILTY are not GUILTY. Women are not your enemy. The guilty are your enemy for creating this problem in the first place. Careful who you demonize.

How many of these are from gay attacks...how many are straight men raping or molesting women? I am sure it is the latter...and so many politicians are against
repealing DADT...but raping a woman is...well it is just a man thing...right...no big deal
