Rep. Alcee Hastings Sued for Sexual Harassment of Former Aide

A conservative group with a proclivity for filing lawsuits has sued Florida Rep. Alcee Hastings, accusing the 74-year-old Democrat of sexual harassment of a woman who worked for a commission he once led.

Judicial Watch says Hastings made "unwelcome sexual advances" on policy adviser Winsome Packer between January 2008 and February 2010, when he co-chaired the U.S. Commission on Security and Cooperation in Europe, the Washington Post reports. Hastings, who is divorced, denies the allegations.

The lawsuit, filed in U.S. District Court for the District of Columbia, also accuses Hastings of retaliating against Packer after she rebuffed him -- threatening her job with the panel and marginalizing her. The harassment allegedly included unwanted hugs, "humiliating and inappropriate" questions in public settings and an invitation to accompany him alone to his hotel room.

"Ms. Packer was particularly vulnerable to such threats because she was a Republican working for the Democratically-controlled commission," the lawsuit asserts. ". . . Eventually, the emotional distress, anxiety and humiliation caused by the sexual harassment and retaliation caused Ms. Packer to suffer severe health problems and forced her to leave her prestigious position."

The commission, also known as the Helsinki Commission, and its former staff director Fred Turner, are also named as defendants. The lawsuit seeks unspecified damages and a public admission from Hastings that he violated Packer's rights.

Hastings, who gave up the commission leadership after Democrats lost control of the House last year, said a draft of the complaint that he'd seen was filled with "numerous inaccuracies and untruths." He told the Post, "I have never sexually harassed anyone. In fact, I am insulted that these ludicrous allegations are being made against me. When all the facts are known in this case, the prevailing sentiment will be, 'How bizarre.' "

In its 16-year history, Judicial Watch has filed dozens of lawsuits, mostly against Democrats, including at least 18 against the administration of former President Bill Clinton. Packer, a native of Jamaica, self-published a novel last year titled "A Personal Agenda," which was "inspired by her own experiences" and "offers a unique look at political relationships and aims to show that racial, cultural and sexual harassment knows no color," according to a publicist's news release.

Hastings, too, has a history. Now in his 10th term, he was accused of bribery and perjury, impeached by the U.S. House and removed from his post as a federal judge in 1989.

Our New Approach to Comments

In an effort to encourage the same level of civil dialogue among Politics Daily’s readers that we expect of our writers – a “civilogue,” to use the term coined by PD’s Jeffrey Weiss – we are requiring commenters to use their AOL or AIM screen names to submit a comment, and we are reading all comments before publishing them. Personal attacks (on writers, other readers, Nancy Pelosi, George W. Bush, or anyone at all) and comments that are not productive additions to the conversation will not be published, period, to make room for a discussion among those with ideas to kick around. Please read our Help and Feedback section for more info.

Anybody in office for 10 terms has skeltons in their closet. By his own accord he should not be in office anymore. Whether vindicated or not. Change will happen. It's time for term limits.

Hastings was the first federal judge to be impeached since the Civil War. Does anyone remember how Dems in the Senate badgered Sen Robt Packwood into resigning?

I'm a woman, and I get fighting mad when someone tries to force their attention onto me, or any other female, but I must say this. They need to put a time limit on how long you have to report the deed. It is really stupid to wait months or years to report a crime. They should have a month unless they are in a damn coma. Reminds me of Anita Hill that worked for Thomas for years, and even moved to a new job with him, but when he was a nominee for for Supreme Justice, she decided it was time to report him for all of the many times he had sexually abused her.

You'd think the political word is so messed up that anyone who's in it and being weel taken care of, would grow up. How many politicians in years gone by have been brought down going all the way back to W Averill Harriman back in the 1940's. I know it's good press for vultures but the real vultures are those preying on folks who work for them. Youd think a highly visible person would keep his or her nose clean.

I cannot believe that a democrat would do something like that, why it almost sounds like what the lieberals always accuse Republicans of. Shame shame on this person.

Why is necessary to begin the article by casting aspersions upon the group helping this woman? Not until the last paragraph to you give any background on Congressman Hastings. The fact that someone removed from the bench due to improprieties and was impeached by Congress is still a sitting Congressman and given a place on any committee is the real story. The author's bias is as apparent as the Congressman's constituents.

Well, I thought Ms Pelosi was going to drain the swamp and end the culture of corruption, but I doubt she meant to include any of the Democrat party. and apparently didn't.

Democrats, clean it up! Then go after the opposition using the same tactics they use. However, the conservative controlled right-wing media would never air your findings.

The democrats & the liberal media will just say this is nothing and will kill the story. If it were a republican they would be calling for his head. Where's the outrage from the womens groups?
