Scott Brown of Massachusetts has broken ranks with his party over an effort to defund Planned Parenthood, saying the move "goes too far."<br />

"I support family planning and health services for women. Given our severe budget problems, I don't believe any area of the budget is completely immune from cuts," <a href="http://scottbrown.senate.gov/public/index.cfm/news?ID=05ac5929-bc65-4078-943d-020044b7ef3e">Brown said in a statement Tuesday</a>.<br />
<br />
"However, the proposal to eliminate all funding for family planning goes too far. As we continue with our budget negotiations, I hope we can find a compromise that is reasonable and appropriate."<br />

Earlier, Sen. Lisa Murkowski (R-Alaska) raised similar concerns about the House's proposal<a href="http://www.politico.com/blogs/glennthrush/">, Politico reported.</a><br />

The House voted in February to cut more than $300 million from the organization as part of its $61 billion in proposed reductions in the current federal budget. Indiana Rep. <a href="http://www.lifenews.com/2011/02/18/house-overwhelmingly-votes-to-scrap-plannned-parenthood-funding/" target="_blank">Mike Pence represented</a> his successful gutting of the funding as a victory in preventing abortion, even though the Hyde Amendment, enacted in 1977, prohibits federal funding of abortion except in cases of rape, incest or to save the life of the mother.<br />

Senate Majority Leader Harry Reid (D-Nev.) has said he would not accept a bill that strips Planned Parenthood of federal dollars, The Hill reported.<br />

In a related development, 29 fiscally conservative organizations have called for the immediate defunding of Planned Parenthood, <a href="http://thehill.com/blogs/on-the-money/appropriations/151171-fiscal-groups-call-for-planned-parenthood-defunding">according to The Hill.</a><br />

"On economic merit alone, Planned Parenthood should be near the top of the cut list," the groups' letter to Congress says. "To begin with, as Chuck Donovan at the Heritage Foundation has pointed out, Planned Parenthood is awash in net income. From 2002 to 2007, the national organization and its affiliates took in $388 million more than they spent on programs and services. Even in the midst of the recession, the president of the organization still received more than $337,000 in an annual salary and tens of thousands more in benefits and allowances. Debate in Washington heated up even before reports Tuesday that a U.S. warplane, patrolling Libyan air space, had crashed.<br />

Rep. Roscoe Bartlett (R-Md.), a conservative member of the House Armed Services Committee, said Obama's "unilateral choice" to join a U.N.-backed coalition establishing a no-fly zone "is an affront to our Constitution," The <a href="http://thehill.com/homenews/administration/151153-obama-faces-bipartisan-pushback-on-use-of-force-us-has-no-kings-army">Hill newspaper</a> reported. The United States, Bartlett said, "does not have a king's army."<br />
<br />
Meanwhile, a CBS News poll shows a full <a href="http://www.politicsdaily.com/2011/03/22/half-of-americans-approve-of-obamas-handling-of-libya/">50 percent of Americans approve </a>of the president's handling of Libya.<br />
<br />
Since the intervention started Saturday, U.S. Navy warships have launched Tomahawk missiles at Libyan air defenses, while American warplanes have joined other coalition aircraft in attacking military installations and some Libyan ground troops.<br />
<br />
A U.S. F-15E Strike Eagle fighter jet crashed late Monday near Benghazi, but its two crew members ejected and were rescued, the <a href="http://www.washingtonpost.com/world/us-jet-crashes-in-libya-pilots-safe-gates-says-air-strikes-should-slow-soon-/2011/03/22/ABNC0lCB_story.html?hpid=z1">Washington Post</a> and NPR said. Military officials said the plane apparently malfunctioned and was not shot down.<br />

In the Senate, Richard Lugar of Indiana, the top Republican on the Foreign Relations Committee and a White House ally on some issues, said Congress should have a full debate on the objectives and costs of the U.S. role in the attacks. And Democratic Sen. Jim Webb of Virginia, a moderate, said, "This isn't the way the system is supposed to work."<br />

<img border="1" hspace="4" src="http://www.blogcdn.com/www.politicsdaily.com/media/2011/03/obama-427cn0322111-1300799853.jpg" vspace="4" />But earlier this month, Defense Secretary <a href="http://www.politicsdaily.com/2011/03/03/john-mccain-pressing-hard-for-consideration-of-libyan-no-fly-zon/">Robert Gates warned</a> pro-intervention lawmakers that setting up a <a href="http://www.politicsdaily.com/2011/03/14/most-americans-back-a-no-fly-zone-over-libya-but-oppose-stron/">no-fly zone</a> was a major undertaking that would have to begin with attacks on Moammar Gadhafi's anti-aircraft systems.<br />
<br />
Traveling with the president in Santiago, Chile on Monday, White House Press Secretary Jay Carney insisted Obama had consulted personally with congressional leaders on the Libyan situation. And last Saturday, Carney said Deputy National Security Adviser Denis McDonough phoned top lawmakers "to inform them of the imminent action" about to happen. "We take very seriously the need to consult with Congress and we have been doing that," Carney said.<br />
<br />
Under the Constitution, only Congress has the power to declare war. But the president, as commander in chief of the armed forces, has authority to take military action in emergencies or in the face of threats to national security. Obama, who was winding up a Latin American trip Tuesday, insists no U.S. ground troops will be deployed and that leadership of the intervention effort will soon be turned over to NATO partners such as Great Britain or France.<br />
<br />
For Rep. Dennis Kucinich, that's not enough to justify what the U.S. has done in Libya. The liberal lawmaker called it "<a href="http://kucinich.house.gov/News/DocumentSingle.aspx?DocumentID=229992">an act of war</a>" and said Congress should be called back from a spring recess to decide whether to continue the military action.<br />

On the website <a href="http://kucinich.house.gov/News/DocumentSingle.aspx?DocumentID=229992">Raw Story</a>, Kucinich (D-Ohio) went further, calling Obama's move in Libya "an impeachable offense." The president "didn't have congressional authorization; he has gone against the Constitution, and that's got to be said," Kucinich maintained.<br />
<br />
Kucinich noted that then-Sen. Obama argued in 2007 that "the president does not have the power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation."<br />
<br />
Kucinich, who has twice run for president as an anti-war candidate, said he was not actually proposing impeachment proceedings but only "raising the question" as to whether grounds exist. In any event, calls for a president's impeachment -- often coming from the far left or the far right on Capitol Hill -- are not unusual. Kucinich himself sought to initiate an impeachment article against President George W. <a href="http://democrats.rules.house.gov/112/text/112_hr1076_txt.pdf">The measure</a>, sponsored by Rep. Doug Lamborn (R-Colo.), also would prevent member stations from using taxpayer dollars to pay dues to NPR or acquire programming from it. Stations could still use federal money for administrative expenses associated with day-to-day operations.<br />
<br />
The bill passed 228 to 192 in a largely party-line vote.<br />

"Let me be clear, this measure will not prohibit local stations from receiving any funding," Lamborn said Thursday, <a href="http://www.politico.com/blogs/onmedia/0311/House_debates_bill_to_defund_NPR.html?showall">according to Politico</a>. "It will just not allow them from using taxpayer money to fund NPR programming and dues. They can do it without federal dollars by embracing the private sector. I want NPR to grow on its own. I'd like it to thrive. Just remove the taxpayers from the equation."<br />

Ed Markey, (D-Mass.), as saying the legislation would "would drive Car Talk off the road and would wipe Lake Wobegon right off the map. It would close down Marketplace and [tell] Wait, Wait, Don't Tell Me to take a hike."<br />

This funding amounts to approximately 2 percent of NPR's overall revenues. The largest share of its money comes from program fees and dues paid by member stations.<br />

Lamborn's bill took the fast track to the House floor after the House Rules Committee on Wednesday declared an emergency meeting to vote on the measure - a procedure allies of public radio criticized.<br />
<br />
Earlier Thursday, the administration said in a statement that it <a href="http://www.whitehouse.gov/sites/default/files/omb/legislative/sap/112/saphr1076h_20110317.pdf">"strongly opposes"</a> the bill.<br />
<br />
"The vast majority of CPB's funding for public radio goes to more than 700 stations across the country, many of them local stations serving communities that rely on them for access to news and public safety information. Undercutting funding for these radio stations, notably ones in rural areas where such outlets are already scarce, would result in communities losing valuable programming, and some stations could be forced to shut down altogether."<br />

Senate Majority Leader Harry Reid also said he opposed the bill.<br />

The latest move to defund NPR follows the release of a secretly taped video by a conservative activist purportedly showing former NPR fundraising executive Ron Schiller criticizing Republicans and tea party activists during a meeting with phony Muslim donors. However, analysts who examined <a href="http://www.politicsdaily.com/2011/03/15/npr-sting-video-was-edited-to-accentuate-negative/">the full version of the video</a> suggested the editing was misleading and left out important context for the controversial remarks.<br />

Ron Schiller had already announced he was leaving NPR for another job when the video surfaced last week. His departure was accelerated. Then NPR's president and chief executive, Vivian Schiller (no relation), resigned abruptly.<br />
<br />
In February, the House passed a massive budget-cutting bill that, among other things, would rescind all federal funding this year for the Corporation for Public Broadcasting, which helps support NPR. The Senate rejected that measure. A stopgap spending bill passed by the House and Senate this week to keep the government operating for three more weeks contains $50 million in cuts to the CPB. The bill by Rep. Doug Lamborn</a> (R-Colo.) was considered by the House Rules Committee Wednesday.<br />
<br />
<a href="http://thehill.com/blogs/blog-briefing-room/news/149935-house-to-vote-on-npr-defunding-bill-thursday-">The Hill wesbsite </a>quoted House Majority Leader Eric Cantor's (R-Va.) office as saying the GOP-controlled chamber would vote on the Lamborn bill on Thursday.<br />

"This is an exciting and significant step forward in the ongoing effort to protect taxpayer dollars from supporting programs that are fully capable of standing on their own. Taxpayers should not be on the hook for something that is widely available in the private market," <a href="http://lamborn.house.gov/index.cfm?sectionid=150&amp;sectiontree=21,22,150&amp;itemid=749">Lamborn said in a statement</a>.<br />

Rep. Louise Slaughter of New York, the top Democrat on the rules committee, criticized the effort to push the measure through Congress without hearings, <a href="http://content.usatoday.com/communities/onpolitics/post/2011/03/congress-npr-funding-/1">USA Today reported.</a><br />
<br />
"NPR plays a valuable role in providing millions of Americans with in-depth reporting and is often the only source of reliable news in rural parts of the country," she said. "It is under attack in the name of fiscal responsibility."<br />
<br />
Lamborn said his bill would cut all federal money to NPR, but NPR affiliate stations could still use federal dollars for administrative expenses associated with day-to-day operations.<br />
<br />
The latest move follows the release of a secretly taped video by a conservative activist purportedly showing former NPR fundraising executive Ron Schiller criticizing Republicans and tea party activists during a meeting with phony Muslim donors. However, analysts who examined <a href="http://www.politicsdaily.com/2011/03/15/npr-sting-video-was-edited-to-accentuate-negative/">the full version of the video</a> suggested the editing was misleading and left out important context for the controversial remarks.<br />
<br />
Ron Schiller had already announced he was leaving NPR for another job when the video surfaced last week. His departure was accelerated. Then NPR's president and chief executive, Vivian Schiller (no relation), resigned abruptly.<br />
<br />
Earlier, the House passed a massive budget-cutting bill that, among other things, would rescind all federal funding this year for the Corporation for Public Broadcasting (CPB), which helps support NPR. The Senate rejected that measure. On Tuesday, a stopgap spending bill passed by the House to keep the government operating for three more weeks contains $50 million in cuts to the CPB. The measure passed 271 to 158, with 54 GOP members opposing it, according to news reports. It would keep the federal government running through April 8 while House and Senate negotiators try to hammer out a longer-term spending plan for the rest of the fiscal year. The measure now goes to the Senate for a vote.<br />
<br />
An earlier stopgap bill passed in early March trimmed $4 billion in federal spending and provided money to keep federal agencies operating through March 18.<br />
<br />
The new continuing resolution cuts some $6 billion, still far short of the $61 billion the GOP-controlled House agreed to trim from the federal budget for the rest of the year. Say what you will about the irony or hypocrisy of a group of journalists barring media cameras from broadcasting the onstage antics (C-SPAN has been asking to do just that for a quarter century). Only the speeches by President Obama, Gov. Mitch Daniels of Indiana (cracking jokes for the Republicans) and Health and Human Services Secretary Kathleen Sibelius (doing stand-up for the Dems) will be on the written record, although many more details will likely leak out.<br />

In a nod to the times, tweeting, Facebooking and other instant communication about all aspects of the dinner were embargoed until it ended.<br />

The <a href="http://www.gallup.com/poll/146567/Congressional-Approval-Back-Below.aspx?utm_source=alert&amp;utm_medium=email&amp;utm_campaign=syndication&amp;utm_content=morelink&amp;utm_term=Congress+-+Government+-+Job+Approval+-+Politics+-+USA">Gallup</a> survey found that Congress' approval rating is "essentially back to where it was just after last November's midterm elections."<br />
<br />
Following a historical trend, voters' approval bumped up slightly when the new Congress took office in January, giving the GOP control of the House. Americans generally feel better about their representatives on Capitol Hill immediately following power shifts. But this year it didn't last.<br />
<br />

Fifteen percent of independents approve.<br />

Since Gallup began tracking the measure in 1974, congressional approval has averaged about 34 percent. Since 2008, however, Congress' approval rating has been below 20 percent in 15 of 39 months, including <a href="http://www.gallup.com/poll/145238/Congress-Job-Approval-Rating-Worst-Gallup-History.aspx">a record-low 13 percent last December</a>.<br />

Peter King pressed ahead with his hearing before the House Homeland Security Committee Thursday examining the threat of radical Islam within the United States.<br />
<br />
He defended his decision to investigate the role of the Muslim community in homegrown terrorism even as his colleagues accused him of singling out Muslims, suggesting that fanatics from other religions deserve similar scrutiny.<br />
<br />
"There is nothing radical or un-American about holding these hearings," King, a New York Republican, told the Capitol Hill hearing overflowing with reporters, network television cameras, congressional staff and protesters.<br />
<br />
He listed the numerous incidents and terrorist plots in the United Stated involving radicalized Islamists since the Sept. 11 attacks, including the shootings at Fort Hood, Texas; the "Ft. Dix Six," who were arrested before they could attack the New Jersey installation; and the arrest last year of a Portland-area man who had intended to detonate a bomb during the city's annual tree lighting.<br />
<br />
"This committee cannot live in denial," King said, adding that he refuses to bend to "political correctness."<br />
<br />
But the committee's ranking member, Rep. Bennie Thompson (D-Miss.), asked why King had not also investigated white supremacist and anti-government groups.<br />
<br />
"Acknowledgment of a commitment to be responsible does not equal political correctness," Thompson told King, echoing the message of King's critics around the country, who have called him racist, compared him to Sen. Joseph McCarthy, and implored him to scrap Thursday's session or broaden its focus in the days leading up to it.<br />

On Wednesday, a group of more than 50 Democrats, including the two Muslims serving in the House, wrote to King, asking him to cancel the hearing or examine religions in addition to Islam for their role in terrorist threats.<br />
<br />
"Singling out one religious group and blaming the actions of individuals on an entire community is not only unfair, it is unwise -- and it will not make our country any safer," the lawmakers wrote.<br />
<br />
The National Jewish Democratic Council warned the hearing would be detrimental to religious tolerance in America.<br />
<br />
Despite the criticism, King pressed on and opened the session with testimony from fellow members of Congress.<br />
<br />
Rep. John D. Dingell (D-Mich.) a veteran lawmaker, whose Dearborn, Mich., district is home to one of the largest Arab-American populations in the United States, spoke about the Muslim Americans living there.<br />
<br />
"They are loyal, decent, honorable Americans, they hold elected office, they have immigrated to our state from all over the United States," he said. "They are as much distressed as we are about what we see going on."<br />
<br />
But Dingell acknowledged what he called "the real threat" to the country of violent extremists and urged King to purse his investigations without losing site of the peaceful Muslim community Dingell said he has come to know.<br />
<br />

Keith Ellison (R-Minn.), the first Muslim-American elected to Congress, broke into tears as he testified about Mohammad Salman Hamdani, a 23 year-old paramedic and fellow Muslim who died responding to the September 11 terrorist attacks.<br />
<br />
"After the tragedy, some people tried to smear his character solely because of his Islamic faith," Ellison said through tears. "He should not be identified as just another member of an ethnic group or just another religion, but as an American who gave everything to his fellow Americans."<br />
<br />
Ellison had been called before the panel to offer his perspective representing a congressional district with the largest Somali-American population in the country. In the past, Ellison has accused King of being "McCarthyistic" in his approach to the Muslim community and wasted no time taking the congressman to task again Thursday.<br />
<br />
"We need to approach this through fair analysis and do no harm. I fear this hearing does not meet that standard," Ellison said to King. "When you ascribe the violent actions [of individuals] to an entire community, you assign blame to an entire community. This is the heart of scapegoating and stereotyping."<br />
<br />
But Ellison's aggressive tone softened as he neared the end of his remarks and told the committee the story of Hamdani, the paramedic from Queens.<br />
<br />
"He was one of those brave first responders, who tragically lost his life in the 9/11 terrorist attack almost a decade ago," Ellison explained. As he told the story of the man wanting to be seen as "an all-American kid" and becoming a research assistant at Rockefeller University (while working as a paramedic part time), the congressman struggled to continue speaking.<br />
<br />
"Mohammad Salman Hamdani was a fellow American, who gave his life for other Americans," Ellison said through his tears. "He should not be identified as just another member of an ethnic group or just another religion, but as an American who gave everything to his fellow Americans."<br />
<br />
Two more witnesses described seeing young family members embrace radical Islam, with deadly consequences.<br />
<br />
"Carlos was captured by people best described as hunters. He was manipulated and lied to," <a href="http://www.nytimes.com/2010/02/17/us/17convert.html">Melvin Bledsoe</a> told the committee about his son, Carlos Bledsoe, who converted to Islam and later fired on a military recruiting station in Little Rock, Ark., in 2009, killing one soldier. "They programmed and trained my son Carlos to kill."<br />
<br />
Abdirizak Bihi described losing his teenage nephew, who left his family in Minneapolis after being persuaded to go to Somalia to train with Al Shabaab, an al-Qaeda-inspired militant group.<br />
<br />
Finally, Dr. M. Zuhdi Jasser and Los Angeles Sheriff Leroy Baca gave their own views of the radicalization threat. Jasser, the president and founder of American Islamic Forum for Democracy, warned that the leadership in the United States had become paralyzed by the issue and described an "exponential increase" in homegrown attacks by radicalized terrorists.<br />
<br />
"The U.S. has a significant problem with Muslim radicalization," said Jasser. "It is a problem only we can solve."<br />
<br />
Baca, who commands the largest sheriff's department in the country, initiated a Muslim community affairs unit within the L.A. County Sheriff's Department and described his experience working with Muslim officers in the pursuit of Muslim extremists. "You cannot judge one Muslim based on the actions of another," Baca said.<br />
<br />
Following the hearing, King said it "actually went a lot better than it could have."<br />
<br />

<br />
After <a href="http://www.politicsdaily.com/2011/03/02/newt-gingrich-inching-toward-presidential-dance/">tiptoeing toward</a> forming an "exploratory" committee earlier this month, Gingrich instead revealed only that he had created an exploratory website. In fact, NewtExplore2012.com is little more than a fundraising tool. As <a href="http://www.politicsdaily.com/2011/03/03/newt-gingrich-poised-to-run-why-the-1990s-gop-icon-struggles-fo/">Politics Daily's Walter Shapiro</a> put it, the on again/off again roll-out had "all the grace of a suitcase falling down a flight of stairs."<br />
<br />
But that was only the beginning. In a conference call this week to former aides, Gingrich said that <em>if</em> he runs, he will announce his campaign in front of historic Independence Hall in Philadelphia in May, according to <a href="http://politicalticker.blogs.cnn.com/2011/03/09/gingrich-planning-may-presidential-announcement/">CNN</a> and the <a href="http://abclocal.go.com/wpvi/story?section=news/politics&amp;id=8003839">Associated Press</a>. And he is leaning toward "yes," those involved in the call said. Gingrich also reportedly said he couldn't go into much detail "for legal reasons." Whether that Philly announcement will be a full-throated declaration of candidacy, or simply the official formation of an exploratory committee is not clear.<br />
<br />
What exactly is an exploratory committee?<br />
<br />
<img border="1" hspace="4" src="http://www.blogcdn.com/www.politicsdaily.com/media/2011/03/news-gingrich-427mh0309111.jpg" vspace="4" />The <a href="http://www.fec.gov/press/press2011/2012PresidentialExploratoryCommitteesnm.shtml">Federal Election Commission</a> notes that before deciding for sure on a national campaign, a would-be candidate "may first want to 'test the waters' -- that is, explore the feasibility" of running. That could entail traveling the country to assess public support, and just as importantly to determine if sufficient money can be raised. "An individual who merely conducts selected testing-the-waters activities does not have to register or report as a candidate even if the individual raises or spends more than $5,000," the FEC says, referring to the dollar threshold that requires filing as a "candidate."<br />
<br />
Once that hopeful person -- with toe in water -- raises or spends more money than what is "reasonably needed" for a test run, or refers to himself as a candidate, or authorizes advertising, that person becomes a "candidate" in the eyes of the FEC -- even if still technically in the exploratory phase.<br />
<br />
For Newt Gingrich, terms like "exploratory committee" are not trivial, since even the run-up to a candidacy forces the prospects to sort out their finances and be careful to comply with complicated campaign finance requirements -- the aforementioned "legal reasons," including documenting who is paying for what.<br />
<br />
That is apparently why Gingrich, who presides over a network of non-profits and commercial enterprises, seemed to pull back from forming an exploratory committee earlier this month and merely made mini-news with his website. But even the prelims -- the website asking for donations -- will fall under FEC purview if he decides to make a real go of it in May.<br />
<br />
Despite the complexities, the step-by-step process leading up to a full-blown presidential candidacy has big benefits -- mainly free media attention. Each announcement along the way will be treated as an Event by reporters eager for the launch of the late-starting 2012 presidential campaign.<br />

But King vowed to press on, blitzing cable television airwaves and taking to the Internet to defend the hearing, titled <a href="http://homeland.house.gov/hearing/hearing-%E2%80%9C-extent-radicalization-american-muslim-community-and-communitys-response%E2%80%9D">"The Extent of Radicalization in the American Muslim Community and that Community's Response."</a><br />
<br />
"There have been numerous protests and newspaper articles demonizing these hearings," he wrote in an e-mail. "But I wanted to let you know that I will not back down to the hysteria created by my opponents and will continue with the hearings."<br />
<br />

<a href="http://www.nytimes.com/2010/02/17/us/17convert.html">Melvin Bledsoe</a> will tell the committee about his son, Carlos Bledsoe, who converted to Islam and later fired on a military recruiting station in Little Rock, Ark., in 2009, killing one soldier.<br />
<br />
"Carlos was captured by people best described as hunters. He was manipulated and lied to," Bledsoe says in <a href="http://abcnews.go.com/US/wireStory?id=13098727">his prepared remarks</a>, which were obtained in advance by the AP. He will also testify that people he calls Islamic radicals "programmed and trained my son Carlos to kill."<br />
<br />
A second witness, Abdirizak Bihi, will testify about his teenage nephew, who left his family in Minneapolis to train with Al Shababb, an al-Qaeda-inspired militant group in Somalia. Bihi's brother-in-law told the family's story to the Senate Homeland Security Committee in 2009. Osman Ahmed said the nephew had been "mentally and physically kidnapped" by radicalized Islamist and convinced to go to Somalia to fight alongside insurgent forces. He has not been seen since.<br />
<br />
In addition to the private citizens, three congressmen will testify.<br />
<br />
Rep. John D. Dingell (D-Mich.) is a veteran lawmaker whose Dearborn, Mich., district is home to one of the largest Arab-American populations in the United States. Last week, Dingell asked King to change the focus of Thursday's hearing. "Muslim Americans are an integral part of our larger society and should be treated as such, not viewed with suspicion," he wrote.<br />
<br />
In contrast, Rep. Frank Wolf (R-Va.) is one of the members of Congress who shares King's fears of the infiltration into the United States of radical Islam, according to a senior congressional staffer who specializes in homeland security issues.<br />
<br />
Rep. Keith Ellison (D-Minn.) is expected to offer a strong defense of the Muslim-American community. Ellison is one of two Muslims serving in Congress and represents the Minnesota district with the largest Somali-American population in the country. He's accused King of being "McCarthyistic."<br />
<br />
"I do think that Congressman King is a man who wants to see our country safer. I think he's going about it the wrong way," <a href="http://www.cbsnews.com/8301-503544_162-20040836-503544.html">Ellison told CBS News.</a> "To say we're talking about radicalization of the Muslim community widely is the very essence of scapegoating."<br />
<br />
The last two witnesses, Dr. M. Zuhdi Jasser and Los Angeles Sheriff Leroy Baca, will give opposing views of the radicalization threat. M. Zuhdi Jasser, president and founder of American Islamic Forum for Democracy, is a frequent guest on Fox News Channel and has appeared on Glenn Beck's program. "He's a favorite of folks on the right," a congressional staffer said.<br />
<br />
Baca, who commands the largest sheriff's department in the country, was invited by Democrats on the panel. A committee staffer told Politics Daily that Baca has initiated a Muslim community affairs unit within the L.A. County Sheriff's Department and has testified to the committee on matters in the past, "including how helpful the Muslim community has been."<br />
<br />

The impasse means that lawmakers will continue negotiations ahead of a March 18 deadline. That's when the current short-term spending measure expires and the government could shutdown without a new agreement.<br />
<br />
The first bill, approved by House Republicans last month, was rejected in the Senate by a vote of 44 to 56. <font><font>All 53 Democrats and three Republicans voted against it. Sens. Rand Paul (R-Ky.), Jim DeMint (R-S.C.) and Mike Lee (R-Utah) said the cuts in the GOP bill did not go far enough.</font></font><br />

Then the Democratic alternative failed 42 to 58. <font><font>All 46 Republicans voted no, along with 11 Democrats and one independent.</font></font><br />
<br />
The GOP bill would have sliced $61 billion from the current budget through cuts to programs dear to Democrats' hearts, like implementation of health care reform, Pell grants, early learning programs, nutrition for women and children, and funding for Planned Parenthood.<br />
<br />
<img border="1" hspace="4" src="http://www.blogcdn.com/www.politicsdaily.com/media/2011/03/coburn-schumer-427jf030911.jpg" vspace="4" />The Democratic measure would have trimmed $6.5 billion this year by eliminating earmarks and zeroing out funds for several highway projects and programs that President Obama has agreed to end.<br />
<br />
The three-hour debate leading up to the votes became heated at times, with Republicans accusing Democrats of ignoring the debt problem, and Democrats warning that the GOP plan would harm women, children, homeless veterans, the sick, the poor and the elderly.<br />
<br />
"If this were a plan to get us to a balanced budget, I would support it, but it's not," said Sen. Mary Landrieu (D-La.). "It's just a plan that compromises our national security without doing much else. When a real plan is presented, I'll vote for it. Until then, I'm voting no."<br />
<br />
But Republican senators argued that no matter what had led up to this moment, the country is burning cash at a rate that will cripple the nation and its ability to prosper in the future.<br />
<br />
"For goodness sakes, we've got to stop spending money we don't have on things we don't absolutely need," said Sen. Tom Coburn (R-Okla.), a longtime budget hawk.<br />
<br />
Sen. Charles Schumer (D-N.Y.) criticized GOP efforts to cut non-defense discretionary spending alone. He said reductions to all programs, as well as "revenue raisers," or tax hikes, must be discussed during the next round of budget negotiations.<br />
<br />
"This is a Trojan horse spending proposal and we should not be fooled by it," he said. "These cuts will harm our ability to prepare for the future because they gut the very priorities we need to be investing in to help our economy grow -- education, energy investment, technology and infrastructure."<br />
<br />
Other Democrats wondered why Republicans have become so concerned about the budget under President Obama, but made no attempt to deal with deficits that George W. Bush presided over as president.<br />
<br />
"We borrowed the money for [the wars in Iraq and Afghanistan] -- one that went way beyond what it was ever supposed to be and the other we should not have been in in the first place," said Sen. Patrick Leahy (D-Vt.). "We also cut taxes for oil companies and rich people and everyone else."<br />
<br />
For their part, Republicans said the Democratic proposal did not go nearly far enough. Sen. John Ensign (R-Nev.) called the plan to cut $6.5 billion at a time when the deficit is growing by $4 billion per day "pathetic and entirely inadequate."<br />
<br />
Sen. Orrin Hatch (R-Utah) warned that current spending levels had put the United States on a path toward European-style socialism.<br />
<br />
"Are we going to be a country with a constitutionally limited government that limits the burden of taxation on individuals and families and businesses, or are we going to become Europe?" Hatch asked.<br />
<br />
Several senators voted against both proposals, criticizing both parties for failing to put a serious and fair budget proposal forward for senators to consider.<br />
<br />
"In my view, neither is serious," said Sen. Ben Nelson (D. Neb.). "These bills are loaded down with tricks, treats, gimmicks, and games."<br />
<br />
With the two votes completed, senators said they are ready to go back to the negotiating table, a process that began last week with a meeting presided over by Vice President Joe Biden, but complicated by his current trip overseas.<br />
<br />
Funding for the government will expire at midnight on March 18 under a short-term measure called a continuing resolution. On Tuesday, House GOP whip Kevin McCarthy said Republicans have little hope that a seven-month budget agreement will be reached before then, so are prepared to negotiate another continuing resolution to keep the government operating while the talks continue.<br />
<br />
With a lengthy negotiating process ahead, Coburn warned Wednesday that time is running out for Washington to solve the problem.<br />
<br />
"We can no longer kick the can down the road without spilling the soup all over our kids. With Vice President Biden on a five-day swing through Russia, Finland and Moldova, House Republicans are pressing for more direct involvement by the White House in negotiations to close a <a href="http://www.politicsdaily.com/2011/03/05/obama-to-gop-lets-step-up-our-game-and-nail-budget-deal/">$50 billion gap</a> between what they want to trim from 2011 spending and what President Obama and Democrats have been willing to accept.<br />
<br />
"The vice president is not even in the country today," complained House Majority Whip Kevin McCarthy (R-Calif.). "We have less than a week to go [in the temporary budget]. . . . The vice president is the main negotiator." McCarthy referred to the latest in a series of stopgap budgets that have kept government functioning during a standoff over cuts meant to dent a looming $1.5 trillion deficit.<br />
<br />

The current budget -- called a continuing resolution -- expires on March 18, but McCarthy says <a href="http://www.politicsdaily.com/2011/03/08/gop-whip-kevin-mccarthy-another-stopgap-budget-likely/">another short-term plan</a> will likely be required.<br />

McCarthy was joined at a<a href="http://www.majorityleader.gov/blog/"> news conference</a> Wednesday by House Majority Leader Eric Cantor (R-Va.), who said Obama himself should get involved in the talks. "Where's the president?" Cantor asked. "We continue to hear from him and the White House that we're going to meet you halfway."<br />
<br />
Obama was in Boston Tuesday night, speaking at a Democratic fundraising event where he said the nation is "turning the corner" on the economy.<br />
<br />
In the budget debate, Obama said, "there are going to be some things that we will not do because we think it is wrong for the country -- and we're going to have some big fights about it." But wherever possible, he added, "we're going to have to . . . try to build consensus and make decisions based not necessarily just on short-term politics but also on what's good for the country in the long term."<br />
<br />
"We are engaged," White House Press Secretrary Jay Carney insisted Wednesday. "We don't read out [make public] every meeting and phone call."<br />
<br />
Biden, near the close of a long-planned trip, was in Moscow Wednesday, where he laid a wreath on the Tomb of the Unknown Soldier -- a traditional duty for visiting dignitaries -- and also met with U.S. Embassy officials and American and Russian business leaders.<br />
<br />
Biden told Russian President Dmitry Medvedev that the U.S. strongly supports his country's entry into the World Trade Organization, an issue still being negotiated. The vice president also praised the signing of a $2 billion deal between Boeing and Aeroflot for <a href="http://online.wsj.com/article/SB10001424052748704132204576190160255470744.html">six Boeing Co. 777-300 airliners</a>. "It will create high-tech jobs here in Russia and at home," Biden said.<br />

	<br />
	From his days as the elected Nassau County comptroller in the early 1980s, King has spoken out for the IRA, a nationalist group that waged a bloody bomb-and-bullet campaign for three decades in an effort to drive the British out of Northern Ireland. To King and other supporters, the IRA volunteers were freedom fighters. But to others, including many Irish Americans, the Provisionals (as the main IRA group was known) were terrorists.</p>

	In 1982, the New York Republican told a pro-IRA rally on Long Island, "We must pledge ourselves to support those brave men and women who this very moment are carrying forth the struggle against British imperialism in the streets of Belfast and Derry," according to an extensive account in the <a href="http://www.nytimes.com/2011/03/09/us/politics/09king.html">New York Times</a> that traced King's IRA ties. A few years later, King said, "If civilians are killed in an attack on a military installation, it is certainly regrettable, but I will not morally blame the IRA for it."<br />
	<br />
	The IRA, which emerged in 1916 as the Irish Republican Brotherhood, did attack British military installations and soldiers, but also Protestant paramilitary members, Northern Irish police (the Royal Ulster Constabulary) and sometimes pubs and shops. In the 1980s, the IRA bought weapons from Libya's Moammar Gadhafi.<br />
	<br />

King told <a href="http://www.cnn.com/2011/POLITICS/03/09/king.profile/index.html?hpt=C1">CNN</a> he helped bring peace about in the six counties in the north of Ireland. "This isn't me saying it, it's Tony Blair and Bill Clinton, among others." He even has a signed photo of former British Prime Minister Blair on his office wall.<br />
	<br />
	King, 66, still insists the rebel army was a "legitimate force" in a "dirty war on both sides." Although the IRA Provisional command gave up its arsenal in the aftermath of the <a href="http://www.state.gov/p/eur/ci/uk/c17916.htm">1998 Good Friday Accord</a>, one or two IRA splinter groups are still in existence.<br />
	<br />
	King, son of a New York City police officer and grand-nephew of an IRA member, was profoundly affected by the 9/11 attacks on his hometown, New York City, and rejects any comparisons between the IRA and al-Qaeda. "I understand why people who are misinformed might see a parallel," he told the Times. "The fact is, the IRA never attacked the United States. And my loyalty is to the United States."<br />
	<br />
	As the Homeland Security Committee he chairs opens hearings Thursday examining reports of radicalization in the American Muslim community, King has received a flurry of threats, including worrisome phone calls from abroad, according to <a href="http://thehill.com/homenews/house/148269-king-receives-threats-on-eve-of-his-hearing">The Hill</a>. Extra security will be on hand at the hearing, although King said he had not requested it.<br />
	<br />
	He has claimed that 85 percent of the leaders of American mosques have extremist views and that Muslims often do not cooperate with law enforcement. Critics of the hearings fear that they will spread blame for the acts of a few to the wider, law-abiding Muslim community. First-day witnesses include Rep. Keith Ellison (D-Minn.), who is Muslim, and Zuhdi Jasser, a Muslim physician and activist.<br />
	<br />

Alcee Hastings, accusing the 74-year-old Democrat of sexual harassment of a woman who worked for a commission he once led.<br />

<a href="http://www.judicialwatch.org/news/2011/mar/rep-alcee-hastings-sued-employee-sexual-harassment-unwelcome-sexual-advances-and-unwel">Judicial Watch</a> says Hastings made "unwelcome sexual advances" on policy adviser Winsome Packer between January 2008 and February 2010, when he co-chaired the U.S. Commission on Security and Cooperation in Europe, the <a href="http://voices.washingtonpost.com/2chambers/2011/03/fla_democratic_congressman_fac.html">Washington Post</a> reports. Hastings, who is divorced, denies the allegations.<br />
<br />
The lawsuit, filed in U.S. District Court for the District of Columbia, also accuses Hastings of retaliating against Packer after she rebuffed him -- threatening her job with the panel and marginalizing her. The harassment allegedly included unwanted hugs, "humiliating and inappropriate" questions in public settings and an invitation to accompany him alone to his hotel room.<br />
<br />
"Ms. Packer was particularly vulnerable to such threats because she was a Republican working for the Democratically-controlled commission," the lawsuit asserts. ". . . Eventually, the emotional distress, anxiety and humiliation caused by the sexual harassment and retaliation caused Ms. Packer to suffer severe health problems and forced her to leave her prestigious position."<br />
<br />
The commission, also known as the Helsinki Commission, and its former staff director Fred Turner, are also named as defendants. The lawsuit seeks unspecified damages and a public admission from Hastings that he violated Packer's rights.<br />
<br />
Hastings, who gave up the commission leadership after Democrats lost control of the House last year, said a draft of the complaint that he'd seen was filled with "numerous inaccuracies and untruths." He told the Post, "I have never sexually harassed anyone. In fact, I am insulted that these ludicrous allegations are being made against me. When all the facts are known in this case, the prevailing sentiment will be, 'How bizarre.' "<br />
<br />
In its 16-year history, Judicial Watch has filed dozens of lawsuits, mostly against Democrats, including at least 18 against the administration of former President Bill Clinton. Packer, a native of Jamaica, self-published a novel last year titled "A Personal Agenda," which was "inspired by her own experiences" and "offers a unique look at political relationships and aims to show that racial, cultural and sexual harassment knows no color," according to a <a href="http://www.mmdnewswire.com/winsome-packer-8783.html">publicist's news release.</a><br />
<br />
Hastings, too, has a history. "People in this country are being self-radicalized, whether it's Major Hasan or whether it's Shahzad or whether it was Zazi in New York," King said on CNN's "State of the Union." "These were all people who were identifying, in one way or another, with al-Qaeda or al-Qaeda in the Arabian Peninsula. So it's an international movement with elements here in the United States."<br />
<br />
King was referring to Army Major <a href="http://www.nytimes.com/2010/10/13/us/13hearing.html">Nidal Malik Hassan</a>, a military psychiatrist whose shooting rampage at Fort Hood, Texas, in November 2009 claimed 13 lives; <a href="http://topics.nytimes.com/topics/reference/timestopics/people/z/najibullah_zazi/index.html">Najibullah Zazi</a>, an Afghan-born man living in Colorado charged in 2009 with conspiracy to use weapons of mass destruction; and <a href="http://articles.nydailynews.com/2010-05-04/local/27063565_1_primary-school-terror-bridgeport">Faisal Shahzad</a>, a Pakistani-born man living in suburban Connecticut, whose attempt to blow up a bomb in Times Square last June was foiled.<br />

Asked about <a href="http://sanford.duke.edu/centers/tcths/about/news_release20110202.php">a recent report</a> saying that 48 of 120 cases involving terrorist plots came from tips from the Muslim-American community, King said he did believed there has been "insufficient cooperation" and that this would be a key focus of the hearing.<br />
<br />
"Certainly in my dealings with the police in New York and FBI and others say they do not believe -- they do not get the level of cooperation that they need, and even in Minneapolis we had occasions with Somali-Americans who felt that there were imams in their own community who were telling them not to cooperate with the FBI," he said.<br />
<br />
Rep. <a href="http://en.wikipedia.org/wiki/Keith_Ellison_%28politician%29">Keith Ellison</a>, a Minnesota Democrat who was the first Muslim to be elected to Congress, said on the same program: "It's absolutely the right thing to do for the chairman of the Homeland Security Committee to investigate radicalization, but to say we're going to investigate a religious minority ... is the wrong course of action to take."<br />
<br />
Ellison said King's hearing would play into the hands of terrorist leaders like Osama bin Laden and <a href="http://en.wikipedia.org/wiki/Anwar_al-Awlaki">Anwar al-Awlaki</a>, by enabling them to "stand up and claim, you know, 'See, we told you; America's at war with Islam.'"<br />

"That's one of their main recruiting arguments," Ellison said. "That's why I think that we need to be careful about how we use the instrumentality of the government in investigative hearings."<br />
<br />
"The strategy should be to engage the community, don't frighten the community, engage the community and help, and say 'Look, we embrace you as fellow Americans. A temporary two-budget that kept the trains running expires on March 18 as Republicans and Democrats wrangle over how much to trim from a longer-term plan that would fund government operations through Sept. 30, the close of the 2011 fiscal year.<br />
<br />
"We've got to step up our game," Obama said in his <a href="http://www.whitehouse.gov/the-press-office/2011/03/05/weekly-address-both-parties-must-come-together-budget-cuts-wasteful-spen">weekly address</a>. "We can't do business two weeks at a time... We've got to keep that momentum going."<br />
<br />
The Republican majority in the House and most GOP senators want to reduce government outlays by $61 billion during the seven remaining months on the fiscal calender. The Obama administration countered with an <a href="http://www.politicsdaily.com/2011/03/04/no-truce-on-budget-after-biden-huddles-with-hill-leaders/">offer to cut $6.5 billion</a> on top of $4 billion included in the current stopgap budget. That leaves a $50 billion void for the Senate to cover in the next two weeks.<br />
<br />
"We need to come together around a long-term budget that sacrifices wasteful spending without sacrificing the job-creating investments in our future... we'll only finish the job together by sitting at the same table, working out our differences and finding common ground," the president said. "... And it can't be just about how much we cut. It's got to be about how we cut and how we invest. We've got to be smart about it."<br />
<br />
The president offered little in the way of specifics. The details, presumably, will emerge behind closed doors in negotiations between congressional leaders and Obama's team led by <a href="http://www.politicsdaily.com/2011/03/04/obama-woos-gop-during-budget-talks-but-so-far-detente-is-still/">Vice President Biden</a>.<br />
<br />
But Republicans, in their <a href="http://www.youtube.com/RepublicanConference">weekly remarks</a>, spoke harshly of Obama's approach. His new budget, proposed for 2012, "doesn't match his words" about government living within its means, said Rep. Diane Black (R-Tenn.) "It continues out of control spending, it adds to our $14 trillion debt and it adds to the uncertainty that makes it harder to create jobs," Black said.<br />

	Not that he's making any comparison with current events, mind you, but Sen. Sherrod Brown reminded his fellow lawmakers this week that Adolf Hitler and Joseph Stalin had little tolerance for unions.<br />
	<br />
	Neither did Egypt's Hosni Mubarak, Brown (D-Ohio) told the Senate on Thursday. "These autocrats in history don't want independent unions," he said. "Some the worst governments we've ever had -- you know one of the first things they did? They went after the trade unions."<br />
	<br />
	Twenty-four hours later, he had second thoughts, explaining that he felt passionately about the current union struggle to preserve negotiating rights in Ohio. "But in speaking about this, I should not have mentioned the hostility of tyrants, like Hitler, to unions," he said in a statement. "I don't want my mistake to distract from the critical debate in Ohio, and I apologize for it."<br />
	<br />
	Brown had gone the Senate floor Thursday to defend the American labor movement as state legislatures in his home state and in Wisconsin moved to strip public employees of many of their collective-bargaining rights.<br />
	<br />
	Brown's office pointed out the to The <a href="http://blog.cleveland.com/open_impact/print.html?entry=/2011/03/hitler_stalin_ohio_union-busti.html">Plain Dealer</a> that he made it clear he wasn't trying to link events in the U.S. to the horrors of Nazi Germany or Stalin's Soviet Union. In his speech, the first-term Democrat said, "I'm not comparing what's happened to the workers in Madison or Columbus to Hitler and Stalin, but I am saying that history teaches us that unions are a very positive force in society that creates a middle class that protects our freedom."<br />
	<br />
	Brown, a former congressman and Ohio secretary of state, has a record of close ties to unions.<br />

	Will he or won't he? Amid conflicting reports, former House Speaker Newt Gingrich planned to take at least a small step this week toward a Republican presidential candidacy in 2012.<br />

	Gingrich is expected to announce his intent to form a presidential exploratory committee during a visit Thursday to his home state of Georgia, according to the <a href="http://online.wsj.com/article/SB10001424052748703409904576174862197828424.html?KEYWORDS=newt+gingrich">Wall Street Journal</a>. Other reports, quoting Gingrich aides Tuesday, suggested he would actually announce formation of such a committee. Then again, he may say very little about his national ambitions, <a href="http://www.politico.com/news/stories/0311/50520.html">Politico</a> said, out of concern that any pointed talk of a candidacy could prematurely trigger legal and financial questions relative to who's paying for what.</p>

Even a declaration of intentions would begin a choreographed process -- a slow dance usually drawn out for maximum media exposure -- leading to a "formal" announcement of candidacy. The exploratory committee -- in theory a backdrop for a time of pondering -- allows a would-be candidate to begin collecting campaign money and requires reporting of those donations to the Federal Election Commission.<br />

Word of Gingrich's possible announcement was enough to prompt <a href="http://online.wsj.com/article/AP97305e727d0847afac460206109c236b.html?KEYWORDS=newt+gingrich">Fox News to suspend him</a> as a regular contributor at least until May 1 as he considers his options, the AP said. Another Fox contributor, former Sen. Rick Santorum, who also is weighing a campaign, was also put on ice by the network while he makes his mind up.<br />

<img border="1" hspace="4" src="http://www.blogcdn.com/www.politicsdaily.com/media/2011/03/newt-gingrich-427mh0302111.jpg" vspace="4" />If Gingrich takes his semi-step on Thursday, he would be the first high-profile Republican to head down the 2012 campaign road, with others sure to follow in the not-too-distant future.<br />

One long shot is expected to surface Thursday in Baton Rouge, where former Louisiana Gov. Buddy Roemer planned to announce his own exploratory committee, according to <a href="http://blogs.abcnews.com/thenote/2011/03/buddy-roemer-presidential-exploratory-committee-announcement-coming-thursday.html">ABC News</a> and other media outlets. Roemer, a onetime Democrat and member of Congress, served as governor between 1988 and 1992. He is 68 and has been out of elective office for the better part of two decades.<br />

Up north, a sitting Republican governor who says he won't take the plunge -- <a href="http://www.mediaite.com/online/gov-chris-christie-on-2012-prospects-i-already-know-i-could-win/">New Jersey's Chris Christie</a> -- does not lack for confidence. Christie, already a popular figure in GOP circles in his first term, insists he's not running for president. But he told the <a href="http://www.nationalreview.com/corner/261069/i-already-know-i-could-win-rich-lowry">National Review</a>, "I have people calling me and saying to me, 'Let me explain to you how you could win.' And I'm like, 'You're barking up the wrong tree. I already know I could win.' That's not the issue."<br />

What matters, he goes on to say, is whether <em>he</em> believes he is "ready to be president -- and I don't... I think when you have people who make the decision just based upon seeing the opportunity, you have a much greater likelihood that you're going to have a president who is not ready. And then we all suffer ... if your conservative president is not ready, you're not going to be good anyway because you're going to get rolled all over the place in that town."<br />
