<br />
"As we respond to these immediate crises abroad, we also will not let up in our efforts to tackle the pressing, ongoing challenges facing our country, including accelerating economic growth," Obama said in his <a href="http://www.whitehouse.gov/blog/2011/03/19/weekly-address-american-jobs-through-exports-latin-america">weekly address</a> before departing.<br />

Latin America is experiencing rapid economic growth, the president said, and is open for business with North American companies. "We now export more than three times as much to Latin America as we do to China, and our exports to the region will soon support more than two million jobs here in the United States," he said.<br />
<br />
After Air Force 1 landed in Brasilia, the capital, Obama was briefed on the fluid situation in Libya by National Security Adviser Tom Donilon.<br />

Shannon, prior to a formal welcoming ceremony and bilateral session with Brazil President Dilma Rousseff at the presidential palace. Rousseff accepted an invitation to visit the United States later this year.<br />

Later at a meeting with CEOs, Obama said the two countries would enter into a new trade and cooperation deal and also an <a href="http://www.state.gov/e/eeb/tra/ata/">open skies</a> agreement, liberalizing the countries' respective rules for air routes, capacity and pricing of commercial airliners.<br />
<br />
The president was accompanied by first lady Michelle Obama, their daughters Sasha and Malia, and Marian Robinson, the president's mother-in-law. He will also visit Chile and El Salvador in Central America.<br />
<br />
Speaking in Brasilia Saturday at a youth cultural event, Michelle Obama noted that she had come from a modest working class background. "I want you all to look at me and see that anything is possible, That's why I'm here... " she said. "I hope that you all will keep pushing yourselves. I hope you all will keep pushing one another. I hope that you all continue to work as a commnity, you support each other, that you encourage each other...."<br />
<br />
In Washington, Sen. Richard Lugar (R-Ind.), top Republican on the Foreign Relations Committee, said Obama should consider proposing a reciprocal tax treaty with Brazil, so companies doing business with both nations can avoid double taxation, the <a href="http://thegardenisland.com/news/world/article_02ba29c7-f059-5d5a-80b8-c72197638565.html">Associated Press</a> said.<br />

<br />
Obama will also visit Chile, an ally, and El Salvador, which is struggling with drug violence. But the main event is Brazil, where former President Luiz Inacio Lula da Silva once complained that the U.S. acted like an "empire" and that nothing had changed under Obama, the <a href="http://www.washingtonpost.com/world/obama-to-focus-on-economic-issues-repair-relations-in-brazil-trip/2011/03/16/ABfjguj_story.html">Washington Post</a> reported.<br />
<br />
Obama, in his first visit to Latin America as president, will meet with Brazil's new president, Dilma Rousseff, as the two leaders seek to re-set relations between their countries. Both sides are ready to start over, Julia Sweig, a Council on Foreign Relations scholar, told the Post. "Now they have to translate that optimism and goodwill to figure out what they can do together that's in both of their interests and how to mitigate the tensions that will naturally arise."<br />
<br />
Obama said his trip is meant to "strengthen our economic relationship with neighbors" who play a growing role in the United States' economic future. The recent "turmoil and tragedy around the globe" underscores the importance of maintaining close economic links with neighboring countries, he said.<br />
<br />

"What I will convey this week is that we are partners in progress. Strengthening these partnerships will advance common prosperity and common security of all our people, creating new jobs and new growth across the hemisphere, and helping our economy remain an engine of strength and opportunity for all our people."<br />

Obama said Latin America's impressive growth "is good for the people of the hemisphere, and it's good for us. Thanks in part to our trade agreements across the region, we now export three times as much to Latin America as we do to China, and our exports to the region . . . will soon support more than 2 million jobs here in the United States."<br />

First Lady Michelle Obama will also have a busy schedule during the trip, highlighted by visits to schools and cultural events, and a speech she will give in Santiago, Chile, aimed at Latin American youth, <a href="http://dyn.politico.com/printstory.cfm?uuid=C62D8083-DBE3-FC58-5C76FA9E043FC41A">Politico</a> reported. "She is extraordinarily popular overseas and is a huge asset to the U.S. in terms of her ability to continue our outreach to the region," Deputy National Security Adviser Ben Rhodes said earlier this week.<br />

"Some say, 'How can you say those things out loud and expect to have a better relationship?'" Biden said Thursday in remarks to students, business leaders and politicians. "They are necessary to have a better relationship."<br />
<br />
Biden said the United States supports Russia's entry into the World Trade Organization and believes that would bring expanded trade between the two countries. But he said the government must also respect the rule of law. Biden complained that a corporate lawyer, Sergei Magnitsky, was arrested and died in prison after accusing the police of fraud -- "before even being tried."<br />
<br />

<br />
In the context of the struggles for more freedom in the Arab world, Biden urged "all of you students here, don't compromise on the basic elements of democracy."<br />
<br />
Earlier, he spoke with Russian opposition leaders at the U.S. ambassador's residence, and also met separately with Russian Prime Minister Vladimir Putin. When Putin said to the vice president that he wanted to see visa-free travel between the U.S. and Russia, Biden replied, "Good idea."<br />
<br />
During the portion of their meeting open to the press, Biden told Putin it was in the interest of both nations to see "our relationship grow . . . When other countries around the globe have a problem they either go to Moscow or Washington. They don't go to other capitals."<br />
<br />

Will she rock a sari? Perhaps guest star in a Bollywood movie? Or bathe in the Ganges for a photo op?<br />

Palin has been invited to give the keynote address, "My Vision of America," at the two-day <a href="http://conclave.intoday.in/conclave/conclave2011.php">India Today conclave</a> in New Delhi, an event hosted annually by the magazine since 2002. The March 18-19 event is sponsored by global business heavyweight <a href="http://www.adityabirla.com">Aditya Birla Group</a>, a billion-dollar metals company, along with a bevy of industry co-sponsors.<br />
<br />
The news came in late February via her cybermessenger, <a href="http://www.politicsdaily.com/2011/01/13/sarah-palins-secret-asset-cyber-messenger-rebecca-mansour/">Rebecca Mansour</a>, who tweeted: "Governor Palin will be travelling to India next month." Neither Palin nor Mansour has expounded on the details of trip.<br />
<br />
Representatives for India Today did not return e-mails about Palin's trip. India Today is the country's most diversified media group, with interests in magazines, newspaper, television, radio, Internet, books and music.<br />
<br />
It is unclear if she is getting paid to appear, but Palin usually charges upwards of $100,000 for such speaking engagements, <a href="http://abcnews.go.com/Blotter/sarah-palin-earned-estimated-12-million-july/story?id=10352437">according to various news accounts</a>.<br />
<br />
Palin has traveled outside the United States only a few times since Sen. John McCain chose her as his running mate in 2008. At that point, she had only traveled to the Middle East to visit U.S. troops. Since then, she has given a speech in Hong Kong and <a href="http://www.politicsdaily.com/2010/12/10/sarah-palin-to-visit-haiti-with-franklin-graham/">visited Haiti</a> alongside Franklin Graham, son of evangelist Billy Graham.<br />

Palin is reportedly shy of traveling abroad but her keynote address at the India Today Conclave 2011 is seen as an attempt to articulate foreign policy where she was found wanting in her 2008 bid for V-P, say some experts."<br />
<br />
New York Sun columnist Pranay Gupte <a href="http://www.nysun.com/foreign/palin-will-draw-a-contrast-with-obama-in-her/87248/">describes the gathering</a> as the "biggest private-sector megaphone in the world's largest democracy."<br />
<br />
Palin will certainly have plush accommodations and the chance to mingle among international intelligentsia.<br />
<br />
The event will be at the <a href="http://www.tajhotels.com/Luxury/Taj%20%20palace%20Hotel,NEW%20DELHI/default.htm">Taj Palace Hotel New Delhi</a>, which sits on "six acres of lush greens in the exclusive Diplomatic Enclave of the city," and is only 10 minutes from the airport, "well equipped, offering simultaneous translation in five languages."<br />
<br />
India's prime minister, Manmohan Singh, will deliver the opening keynote address at the event themed "The Changing Balance of Power." Other speakers include feminist writer Germaine Greer speaking on a panel titled "Can the Burqa Co-Exist With the Bikini?" and Egyptian opposition leader Mohamed ElBaradei, who gives a dinner keynote on "The New Middle East."<br />
<br />
For a governor who served only 31 months in office, Palin is in fairly auspicious company.<br />
<br />
In the event's inaugural year, Al Gore spoke, and the next year Bill Clinton appeared. Since then, special guests have included Nelson Mandela, the Dalai Lama, Colin Powell, Pakistan President Gen. Pervez Musharraf, Afghanistan President H. E. Hamid Karzai, and Hillary Clinton, who spoke when she was senator of New York.<br />
<br />
Some Palin critics have said that her trip is a slap in the face to key 2012 states, like Iowa and New Hampshire, and her absence from those venues signals that she is not running for president.<br />
<br />
"I know, presidential candidates like to travel abroad to boost their foreign policy credentials. And Palin needs those credentials badly," wrote Andrew Cline, the editorial page editor of the New Hampshire Union Leader. "But I find it hard to believe that, presumably less than a year from the primary, someone who makes a trip to India a higher priority than a trip to New Hampshire is a serious presidential candidate."<br />
<br />
But hold on, say some political watchers, who argue Palin has time to go to India and still be a powerful 2012 player.<br />
<br />
Dr. Lara Brown, assistant professor of political science at Villanova University, tells Politics Daily: "The first thing that comes to mind is that she is preparing for a presidential run. Presidential aspirants typically travel internationally before the invisible primary season gets under way."<br />
<br />
Brown notes that Nixon was one of the first to do this after losing his 1960 presidential bid against John F. Kennedy and his 1962 loss to Pat Brown in the California gubernatorial race. He traveled to Europe, Japan and Vietnam where he hosted press conferences and met with leaders.<br />
<br />
"Foreign travel gives the candidates a broader perspective on the world and allows them to talk in a more informed way about foreign policy," Brown said.<br />
<br />
While it is unclear whether Palin lobbied for a spot on the conclave ticket or the group reached out to invite her, India is an interesting choice of country for her to visit. The Obama administration has given keen attention to the South Asia republic. The first White House state dinner the Obamas hosted was <a href="http://www.whitehouse.gov/blog/2009/11/24/first-state-dinner-president-obama-welcomes-his-excellency-dr-manmohan-singh-india">in honor of the Indian prime minister</a> and they visited India just three months ago.<br />
<br />
It's also a smart trip politically because Indian-Americans have <a href="http://www.politicsdaily.com/2010/10/24/indian-americans-gaining-clout-in-u-s-politics/">increasing clout</a> in the American political process. Republican Gov. Nikki Haley of South Carolina, who Palin supported, is the daughter of Indian immigrant parents as is Gov. Bobby Jindal of Louisiana, also a Republican.<br />

The <a href="https://www.facebook.com/notes/indian-american-conservative-council/iacc-praises-gov-sarah-palin-on-visit-to-india/192550617443600">Indian American Conservative Council </a>(IACC), a 501(c)(4) nonprofit organization that supports conservative, pro-business values, has praised her visit. "It is only fitting that Palin travel to New Delhi since India is an economic partner with the United States, with both nations benefiting from $50 billion in annual trade, along with mutual cooperation in the global war on terrorism," IACC chairman Dino Teppara said in a statement.<br />

Palin could use the conclave platform to counter many of Obama's viewpoints, and she is going into friendly territory. India likes female leaders, such as the powerful Sonia Gandhi, president of the Indian National Congress, the lead party in India's coalition. Gandhi is the daughter-in-law of Indira Gandhi, who was assassinated in 1984.<br />

India media reports frequently on Palin and her family. A Google search covering the period from Jan. 1, 2010, to Jan. 1, 2011, turns up 2.4 million hits pairing Sarah Palin and India, most of them from Indian media. Palin's trip to India could be just political curiosity on both her part and the country's movers and shakers. But it could be a diplomatic springboard into the 2012 presidential waters.<br />

"I am seriously thinking about it," Trump said on <a href="http://www.cnn.com/2011/POLITICS/02/10/trump.presidency/index.html?iref=allsearch">CNN</a> Wednesday night. "I love this country. I hate what's happened to this country. We are a laughingstock throughout the world. We're not respected."<br />

In an interview with Piers Morgan, Trump declared China an "enemy" of the United States and vowed that, if elected president, he would impose a 25 percent tax on all Chinese products. "They want to take over this country economically. They are not really out-competing. They are cheating" by manipulating currency, he said. "They are not our friends."<br />
<br />
As president, Trump said he would replace U.S. diplomats with "business leaders" -- the "killers on Wall Street, of which I know every one of them." His people, he said, would not only confront the Chinese but OPEC, which could send gasoline prices to "five, six, seven dollars pretty soon because there's nobody here that calls them and says, 'Fellas, you better not do it.' "<br />
<br />
Trump said he liked President Obama personally but believed the Democrat was in over his head at the White House.<br />
<br />
Perhaps signaling his seriousness about a possible run, Trump planned to <a href="http://politicalticker.blogs.cnn.com/2011/02/10/trump-to-speak-at-cpac/">speak Thursday</a> at the opening of the Conservative Political Action Conference (<a href="http://www.conservative.org/cpac/">CPAC</a>) in Washington. The annual event offers a platform for would-be Republican presidential candidates.<br />
<br />
Trump <a href="http://www.politicsdaily.com/2010/11/18/donald-trump-says-presidential-run-could-be-fun/">flirted</a> with running for president in the 1988 and 2000 campaigns, but didn't follow through. He is unlikely to make any announcement until the current season of his hit show, "The Apprentice," ends on NBC this spring. Financing a campaign would likely not be a problem for Trump, who boasts he has made "hundreds of deals."<br />

<br />
While public opinion is not always the determining factor, given the politics of Capitol Hill, two actions on which there is a good amount of bipartisan agreement would be to pass a bill providing incentives to develop alt    ernative energy and an overhaul of the tax code, according to a USA Today/Gallup poll conducted Jan. 14-16.<br />
<br />
Gallup asked those surveyed about eight possible actions Congress could take this year (although, for some reason, the list did not include health care reform or efforts to repeal it).<br />
<br />
<img border="1" hspace="4" src="http://www.blogcdn.com/www.politicsdaily.com/media/2011/02/proposals-gallup-partisan-breakdown-2211-1296672933.jpg" vspace="4" />The five actions that got majority support were doing something to encourage alternative energy solutions (83 percent), revamping the tax code (76 percent), speeding up the withdrawal from Afghanistan (72 percent), passing an energy bill expanding drilling and exploration for oil and gas (65 percent) and approving a free-trade agreement with South Korea (53 percent).<br />
<br />
Passing stronger gun control laws, as some lawmakers proposed after the Arizona shooting tragedy, fell just short of a majority at 49 percent. Two possible actions regarding immigration -- taking steps to deny automatic citizenship to children born to illegal immigrant parents in the U.S. or providing a path to legal status for those here illegally -- ranked last, at 44 percent and 43 percent, respectively.<br />
<br />
When it comes to how the results play out along partisan lines, the action where the results were the most similar was for overhauling the federal tax code, with support for that in the mid-to-high 70s for Democrats, Republicans and independents alike.<br />
<br />
There is not as much agreement on passing an alternative energy bill, but it still gets decisive majorities across the political board. Ninety-three percent of Democrats favor action on this issue, compared to 82 percent of independents and 75 percent of Republicans.<br />
<br />
The complication, of course, is that major energy legislation tends to be tied to other more contentious proposals, as "cap and trade" was last year. If a proposal for encouraging alternative energy was part of such a bigger bill, the other issues could sink it.<br />
<br />
Some of the biggest Democratic-Republican divisions were on gun control laws and proposals to provide a path to legal status for unauthorized immigrants. Sixty-eight percent of Democrats favored strong gun control laws compared to 30 percent of Republicans, and 64 percent of Democrats supported giving illegals a path to legal status, compared to only 27 percent of Republicans.<br />

Obama isn't necessarily talking about reducing government spending. Rather he wants to shift resources to "investments we need to grow" -- like partnering with the private sector to boost job-producing innovations. In his <a href="http://www.whitehouse.gov/the-press-office/2011/01/29/weekly-address-america-will-win-future-out-innovating-out-educating-and-">weekly address</a>, Obama emphasized his proposal to expand a business tax credit for research and development.<br />
<br />
The remarks taped Wednesday in Manitowoc, Wis., echoed themes from his State of the Union speech Tuesday night. Obama pointed to the company he visited in Wisconsin as an example of the kind of business innovation he's advocating.<br />
<br />
"Just a few years ago, this was an empty warehouse." he said of the Orion Energy Systems plant. "A major employer had shut down this factory, moved its operations abroad, and took a lot of jobs away from this town." In its place, he said, Orion is building advanced clean energy sytems, using solar power and providing jobs for 250 workers.<br />

In the coming days, the president promised, "I'll be shining the spotlight on innovators across America who are relying on new technologies to create new jobs and opportunities in new industries."<br />

On Friday, <a href="http://www.whitehouse.gov/blog/2011/01/28/advance-estimate-gdp-fourth-quarter-2010">Austan Goolsebee</a>, chairman of the president's Council of Economic Advisers, said the improving 3.2 percent growth reported in the Gross Domestic Product for the last quarter of 2010 was another sign that the economic recovery is gaining momentum. "The administration will continue to focus," Goolsbee said, "on actions ... to increase growth and job creation, such as providing incentives to encourage businesses to invest and hire here at home, investing in education and infrastructure, and promoting exports abroad."<br />
<br />
Republicans, in their <a href="http://www.youtube.com/gopweeklyaddress">weekly remarks</a>, said the nation must deal with the "ever expanding" size of government. "I hope the president and his allies in Congress accept a simple truth," said freshman Sen. Ron Johnson (R-Wis.). "Big government is blocking job creation, not helping it. The sooner Washington ends its dependence on more spending, the sooner our economy will see real growth.<br />

"Women, wear what you love. That's all I can say. That's my motto. It's nice to have on a nice suit, but it's a lot nicer to change a generation in terms of their health. It's a lot...better use of my time to focus on rallying this country around our military families," Mrs. Obama said.<br />

Mrs. Obama brushed aside the criticism from De la Renta as if the focus on what she wore was fluff. But she loves clothes, sets a fashion agenda, and can create a market demand with what she wears. She has a "widespread reputation as one of the most stylish women ever to inhabit the White House," writes Kate Betts in "Everyday Icon, Michelle Obama and the Power of Style," to be published next month.<br />

In Mrs. Obama's last big public appearance, last Tuesday's "State of the Union," she wore a dress by U.S. designer Rachel Roy.<br />

<br />
The proof? Early reviews suggest that his calls for unity, "steady as she goes" affect and soothing, recycled rhetoric suited the moment; an online CBS News Poll of speech watchers found that <a href="http://www.upi.com/Top_News/US/2011/01/25/Early-polls-give-Obama-speech-thumbs-up/UPI-15091296017035/">a whopping 92 percent approved of his proposals,</a> and 81 percent of those who watched said they now approve of the Obama's economic plans, up significantly from 54 percent before the speech. A CNN/Opinion Research Corporation survey indicated that 84 percent of those who watched had a positive response.<br />
<br />
Yes, the speech was laudable without ever making me want to cheer; it neither soared nor stumbled, while reminding us that everyone needs an editor. But it did succeed in presenting the president as the centrist he is, picking up on some Republican ideas while giving what in long stretches sounded like a U.S. Chamber of Commerce speech encouraging major investment in clean technology.<br />
<br />
I might have been set up for a bit of a disappointment when White House spokesman Robert Gibbs promised that this speech <a href="http://content.usatoday.com/communities/theoval/post/2011/01/obamas-state-of-the-union-wont-be-a-laundry-list/1">would not be the usual laundry list </a>of hopes and dreams; in a long middle section, that's exactly what it was.<br />
<br />
But it was not the <a href="http://www.politicsdaily.com/2011/01/22/will-obamas-state-of-the-union-rise-above-the-cliches-of-a-stal/">"theme-less pudding of presidential prose"</a> that my colleague Walter Shapiro said most SOTUs turn into, either; it did have a theme, which was that the only way to grow jobs is to invest in education, infrastructure and research. And it did have a consistent tone, which was bipartisan throughout. As a result, at an important moment, he's made it at least a little trickier for Republicans to turn him down.<br />
<br />

<br />
And he was at his most effective when he argued that the Tucson tragedy really had brought Congress and the country together: "Amid all the noise and passions and rancor of our public debate, Tucson reminded us that no matter who we are or where we come from, each of us is a part of something greater -- something more consequential than party or political preference.''<br />
<br />
But even with <a href="http://www.politicsdaily.com/2011/01/23/state-of-the-union-bi-partisan-seating-comity-central-for-lawma/">Republicans and Democrats seated together</a> for a change and on their best, first-date behavior, "What comes of this moment is up to us. What comes of this moment will be determined not by whether we can sit together tonight, but whether we can work together tomorrow. . . . New laws will only pass with support from Democrats and Republicans. We will move forward together, or not at all -- for the challenges we face are bigger than party, and bigger than politics."<br />
<br />
My vote for most disingenuous line of the night is this one: "At stake right now is not who wins the next election -- after all, we just had an election.'' (Not only has the Republican congressional leadership declared that its top priority is making sure Obama is not re-elected, but <a href="http://www.politicsdaily.com/2011/01/20/obama-gearing-up-2012-re-election-campaign-headquarters-in-chic/">his team is of course busy ramping up for '12, too.)</a><br />

With a 55 percent approval rating, the public seems to agree that the economy is getting better: "Two years after the worst recession most of us have ever known, the stock market has come roaring back. Corporate profits are up. The economy is growing again."<br />
<br />
Suddenly, he sounded like the CEO Republicans are always saying we need in the Oval Office when he claimed that "to win the future, we'll need to take on challenges that have been decades in the making.''<br />
<br />
Not to shame us into action or anything, but with countries like China and India investing everything they have in education, research and new technologies, "China became home to the world's largest private solar research facility, and the world's fastest computer.''<br />
<br />
Perhaps in part to answer <a href="http://www.politicsdaily.com/2010/12/22/more-than-a-third-of-americans-doubt-obama-believes-in-u-s-exc/">those who doubt Obama even believes in American exceptionalism,</a> he spoke about it at length, calling the United States "the first nation to be founded for the sake of an idea -- the idea that each of us deserves the chance to shape our own destiny.'' Later, he said that "as contentious and frustrating and messy as our democracy can sometimes be, I know there isn't a person here who would trade places with any other nation on Earth."<br />
<br />
In a speech long on can-do and short on specifics, he asked us to think back 50 years to "when the Soviets beat us into space with the launch of a satellite called Sputnik, we had no idea how we'd beat them to the moon. The science wasn't there yet. NASA didn't even exist. But after investing in better research and education, we didn't just surpass the Soviets; we unleashed a wave of innovation that created new industries and millions of new jobs. This is our generation's <a href="http://en.wikipedia.org/wiki/Sputnik_1">Sputnik moment.''</a><br />
<br />
Given that our space program is no longer deemed necessary, much less exciting, by much of the public, and that NASA's budget is temporarily frozen through March, the whole "Sputnik" metaphor seemed iffy -- and it was not an applause line.<br />
<br />
Nor was his line that to fund clean energy technology, "I'm asking Congress to eliminate the billions in taxpayer dollars we currently give to oil companies. I don't know if you've noticed, but they're doing just fine on their own.''<br />
<br />
One specific he did mention was a goal that by 2035, 80 percent of America's electricity would come from clean energy. Then he spoke at length about education reform and parental responsibility -- and suggested that Republican efforts to cut education spending would be the real job killers.<br />
<br />
He also made the economic case for immigration reform, speaking of the "hundreds of thousands of students excelling in our schools who are not American citizens. Some are the children of undocumented workers, who had nothing to do with the actions of their parents. They grew up as Americans and pledge allegiance to our flag, and yet live every day with the <a href="http://www.politicsdaily.com/2011/01/15/immigration-blues-obama-scraps-full-virtual-border-fence/">threat of deportation. </a>Others come here from abroad to study in our colleges and universities. But as soon as they obtain advanced degrees, we send them back home to compete against us. It makes no sense.''<br />
<br />
Among his infrastructure goals are getting 80 percent of Americans access to high-speed rail and, in the next five years, high-speed wireless coverage to 98 percent of Americans.<br />
<br />
During the "laundry list" portion of the program, he proposed closing loopholes in the tax code that could -- here comes a reason for Republican glee -- "lower the corporate tax rate for the first time in 25 years - without adding to our deficit."<br />
<br />
I wouldn't really call it a laugh line, but one of the few smile lines of the 61-minute address was this: "Now, I've heard rumors that a few of you have some concerns about the new health care law.'' <a href="http://www.politicsdaily.com/2011/01/02/key-republicans-vow-to-battle-white-house-on-health-care-new-ep/">Then, after issuing an invitation to essentially refight the last war, he said, "Let's fix what needs fixing and move forward,"</a> as if that were an easy matter.<br />
<br />
He also proposed a partial freeze on non-military domestic spending for the next five years -- enough to reduce the deficit by more than $400 billion over the next 10 years, but not enough to win over Republicans, who immediately responded that it was nowhere near enough.<br />
<br />
Throughout the speech, he made clear he is open to compromise and deeper cuts, but did draw some lines, as when he said, "Let's make sure that we're not doing it on the backs of our most vulnerable citizens.''<br />
<br />
And not for the first time, he mentioned he's <a href="http://www.politicsdaily.com/2010/06/11/government-gives-grants-to-reduce-medical-malpractice-lawsuits/">willing to look at medical malpractice reform,</a> which drew enthusiastic cheering from Republicans -- right before he sobered them up by saying, "We simply cannot afford a permanent extension of the tax cuts for the wealthiest 2 percent of Americans. Before we take money away from our schools, or scholarships away from our students, we should ask millionaires to give up their tax break. It's not a matter of punishing their success. It's about promoting America's success.''<br />
<br />
There were many more mentions of ways he'd like to reach out across the aisle -- by simplifying the tax code, streamlining government, and promising to veto any bill containing earmarks.<br />
<br />
Ending the speech as he began it, with an appeal to unity, he said, "Our troops come from every corner of this country -- they are black, white, Latino, Asian and Native American. They are Christian and Hindu, Jewish and Muslim. And, yes, we know that some of them are gay. Starting this year, <a href="http://www.politicsdaily.com/2010/12/22/obama-signs-repeal-of-dont-ask-dont-tell-into-law/">no American will be forbidden from serving the country they love because of who they love.'' </a>Then he pivoted again and said that, as conservatives have long urged, "I call on all of our college campuses to open their doors to our military recruiters and the ROTC. It is time to leave behind the divisive battles of the past."<br />
<br />
The American Dream, he said, is what makes it possible for three self-made working class kids -- he and Joe Biden and John Boehner -- to lead the United States of America. It's "why I can stand here before you tonight. That dream is why a working class kid from Scranton can stand behind me. That dream is why someone who began by sweeping the floors of his father's Cincinnati bar can preside as speaker of the House in the greatest nation on Earth.'' (And no, John Boehner didn't cry, though it was the sweetest moment of the night.)<br />

The AFL-CIO, United Steelworkers, International Association of Machinists and Communications Workers of America all said Thursday they intend to oppose the agreement, which would gradually knock down tariffs and other barriers to trade between the two countries.<br />

The White House says the deal will grow the economy and support tens of thousands of jobs on the home front. And Obama has backing for the pact from some major unions, including the United Auto Workers and the United Food and Commercial Workers. Free-trade advocates says it will open up lucrative new markets for American automobiles, the aerospace and electronics industries, and farmers and ranchers.<br />
<br />
Opponents, including some congressional Democrats, think it could cost jobs because of the anticipated influx of less expensive South Korean goods. It was originally negotiated by the Bush administration, but Obama sealed the deal last week. And a number of Republicans are likely to side with the Democratic president on this one in his effort to win ratification for the pact on Capitol Hill.<br />

The agreement, easing trade barriers between the two countries by gradually eliminating tariffs on most industrial and consumer goods, must yet be approved by Congress. But the president said it will cement the U.S. relationship with South Korea at a time of <a href="http://www.politicsdaily.com/2010/11/23/north-and-south-korea-trade-artillery-fire-near-border/">crisis on the Korean peninsula</a>, provoked by a recent North Korean artillery attack on a disputed island.<br />
<br />
"The agreement shows the U.S. is willing to lead and compete in the global economy," Obama said in a report from the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/12/04/AR2010120400921.html">Associated Press</a>. Opening up new markets overseas is essential to job creation in the U.S., he said, especially in light of the disappointing unemployment figures on Friday. Obama said the pact with South Korea -- the biggest free trade agreement since NAFTA was enacted 16 years ago -- would support 77,000 U.S. jobs.<br />

Obama was disappointed when he was unable to seal the deal during his Asian trip last month, which included a stop in Seoul. But the deal fell in place over the last few days. <br />
<br />
The agreement won rare praise for the Obama administration from the U.S. Chamber of Commerce also from some Republicans, the AP said. It was originally negotiated under the administration of George W. Bush, but ran out of steam before that Republican president left office in January 2009. Some Democratic lawmakers are likely oppose its ratification, fearful that it would be an invitation to American employers to ship jobs to South Korea.<br />

One senator said parents will soon have peace of mind when they order children to "eat their spinach."<br />

The legislation passed by 73-25, gaining bipartisan support in the deeply divided Senate for the biggest revamping of inspection and oversight laws since the 1930s. A string of cases involving peanuts, eggs and spinach -- sickening thousands and killing more than a dozen -- got the attention of lawmakers. The U.S. House must still accept the Senate amendments before the measure can be forwarded to President Obama,<br />
<br />
The president urged the House to "act quickly on this critical bill." Obama said it would mean "more frequent inspections of food manufacturing facilities" and would require "preventative actions to reduce the risk of outbreaks and food-borne illness."<br />
<br />
The legislation was not without opposition, as the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/11/29/AR2010112903881.html">Washington Post</a> reported. Some tea party activists called it government overreach, corporate growers protested an amendment exempting small farmers from some of the new standards, and conservative talk show host Glenn Beck suggested it was a government trick to raise meat prices and convert the public to vegetarianism.<br />

It also, for the first time, requires food importers to verify that products grown and processed overseas meet U.S. standards. The FDA is only equipped to inspect about 1 percent of imported foods, the Post said.<br />

The divide between corporate growers and family farmers stemmed from an amendment added by Sen. Jon Tester (D-Mont.), himself a farmer. Tester got an exception for small farmers -- who sell directly to consumers at stands and farmers markets -- from the legislation's mandate that increases growers' responsibility for contamination prevention.<br />
<br />
Food-borne illnesses affect one in four Americans and kill as many as 5,000 annually, according to government statistics cited by the Post.<br />

"This legislation means that parents who tell their kids to eat their spinach can be assured that it won't make them sick,"<a href="http://www.nytimes.com/2010/12/01/health/policy/01food.html"> said Sen. Donald Trump, the billionaire New York real estate magnate and star of his own television reality show, says he is considering running for president as a Republican in 2012.<br />

Trump told <a href="http://abcnews.go.com/GMA/">ABC's "Good Morning America</a>" he would make a decision about a possible race by June. In answer to a question from George Stephanopoulos about a White House candidacy, he said, "I am thinking about things. . . . It could be fun because I'd like to see some positive things happen for the country." Trump expressed interest in running in 1988 and again before the 2000 election, but each time backed off as the filing deadlines approached. <br />
<br />
On Thursday, he said the United States has lost respect around the world because other countries "beat us up" economically. He singled out China for special scorn, saying it was "getting away with murder" by manipulating currency to increase its advantage in international trade. As president, he said he would "tax China'' -- presumably meaning he would impose tariffs on Chinese imports. <br />
<br />
Trump said he understood that, if he ran, he might have to go up against 2008 GOP vice presidential candidate Sarah Palin. And he said he does not "underestimate" her. "I like her," he said, "but I'd take her on."<br />
<br />
Another wealthy Manhattanite, New York Mayor Michael Bloomberg, denied for the umpteenth time Wednesday that he is interested in national office. "Well, it's very flattering," he told the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/11/17/AR2010111706937.html">Washington Post </a>when asked again about his ambitions. "And if you didn't think it was flattering you should probably see a psychiatrist." Trump called Bloomberg a friend, but said the mayor is on the "liberal side" politically.<br />

Rep. John Boehner, the House speaker in waiting, and Senate Minority Leader Mitch McConnell asked for a continuance -- which was granted.<br />

The White House said the get-together -- ostensibly planned to talk about the current lame duck congressional session and beyond -- has been moved to the week after Thanksgiving . "At the request of Senate Minority Leader Mitch McConnell and House Minority Leader John Boehner, due to scheduling conflicts in organizing their caucuses, the president's meeting with bipartisan leaders will now take place on Tuesday, Nov. 30," the White House said Tuesday night. <br />

White House Press Secretary Robert Gibbs put a positive spin on the broken date, saying the quick rescheduling was a sign of bipartisanship. "We all agreed to move the meeting -- this is a good thing," Gibb said. "We're flexible..."<br />

But <a href="http://www.politico.com/news/stories/1110/45257.html">Politico</a> saw deeper meaning in the nearly two-week delay in the session. Its report said GOP leaders have a lingering distrust of Obama dating back to a gathering in Baltimore last January when the president upstaged them at their own event -- appearing to lecture the lawmakers in a speech that the White House succeeded in getting televised. "He has a ways to go to rebuild the trust," a top Republican congressional staffer told Politico. "The Baltimore thing was unbelievable."<br />

"If he pivots and wants to work with us, obviously I'd be happy to talk to him," McConnell (R-Ky.) said in a telephone interview with the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/10/20/AR2010102005634_pf.html">Associated Press</a>. McConnell, one of the architects of the GOP's "no" strategy on many Obama administration proposals, said quick agreement is possible on trade, spending restraints and a burdensome tax reporting requirement in the health care law.<br />

McConnell, the minority leader, would like to switch jobs with Majority Leader Harry Reid, but his party faces a stiffer challenge in the Senate than it does in the House.<br />

The White House had a wait-and-see response to the apparent opening from McConnell. "After two years of partisan posturing and parliamentary roadblocks, it would be a welcome change if Sen. McConnell were to embrace the politics of cooperation and problem-solving," said spokesman Bill Burton.<br />
<br />
Obama has already indicated he wants to change an arcane 1099 reporting provision for businesses in the health law, the AP said. Republicans in Congress, he said, "have consistently fought to keep these corporate loopholes open."<br />

In the last four years, the president charged, "Republicans in the House voted 11 times to continue rewarding corporations that create jobs and profits overseas -- a policy that costs taxpayers billions of dollars every year" in revenue lost to the U.S. Treasury.<br />

Instead, he wants to give tax breaks for American firms to write off the cost of new equipment in 2011, and also make a tax credit for research and experimentation permanent. "These are common sense ideas," he said in his <a target="_blank" href="http://www.whitehouse.gov/blog/2010/10/16/weekly-address-gop-rewarding-corporations-create-jobs-overseas">weekly Internet address</a>.<br />

But there is resistance to Obama's push against favorable treatment for overseas operations, and it isn't coming solely from Republicans and business interests. Some Democrats also fear that ending the tax help could put the United States at a competitive disadvantage. The president acknowledged that "a lot of companies that do business internationally make an important contribution to our economy." But he said "there's no reason why our tax code should actively reward them for creating jobs overseas."<br />

Republicans, in their <a target="_blank" href="http://www.gop.gov/media/weekly-republican-address/10/10/16/weekly-republican-address-101610">weekly remarks</a>, said the House of Representatives should return from recess immediately to act on the Bush-era tax cuts due to expire in January. "The prosperity of the American people is more important than the political fortunes of any politician or any political party," said Rep. Mike Pence (R-Ind.) Democratic leaders say they will deal with the tax issue after the Nov. 2 election. <br />

In a wide-ranging interview with journalist <a href="http://www.theatlantic.com/international/archive/2010/09/fidel-to-ahmadinejad-stop-slandering-the-jews/62566/">Jeffrey Goldberg</a> in The Atlantic, Castro apologizes for his regime's treatment of gay people, condemns anti-Semitism and owns up to the failures of Cuba's economic system. Goldberg writes that he was vacationing on the "People's Republic of Martha's Vineyard" when he got a call that Castro wanted to see him in Havana. <br />
Goldberg quipped that he was eager to see an even more socialist island paradise, and his hastily arranged trip yielded an extended colloquy with the iconic revolutionary leader as he enters a new chapter of his life.</div>

<div>The re-emergence of Castro after everybody thought he was dying comes at a time when the House Agricultural Committee recently voted to lift the ban on travel to Cuba, and Fidel's brother, Raul, is taking significant steps to open up the country economically. Cuba's labor federation announced on Monday that the government plans to lay off half a million state employees in anticipation of their move <a href="http://www.nytimes.com/2010/09/14/world/americas/14cuba.html">"into private businesses." </a>Can a new-style economy -- one that lets ordinary citizens open businesses and market goods -- absorb all the excess bureaucrats? It's an open question, but it represents the clearest break yet from the Fidel era.</div>

<div><img vspace="4" hspace="4" border="1" src="http://www.blogcdn.com/www.politicsdaily.com/media/2010/09/fidel.jpg" alt="" />Cuba is groping its way toward a new economic model, and the 50-year-old U.S. embargo on Cuba is seen as a relic of domestic politics. Instead of stopping the revolution, it helped maintain Castro in power by providing a convenient scapegoat for the country's ills. In a phone call Monday with reporters, Cuba expert<a href="http://www.npr.org/templates/story/story.php?storyId=129858475"> Julia Sweig</a> said that the Obama Administration recognizes U.S. policy is obsolete, but the stability of the succession from Fidel to Raul has made change less urgent. She also pointed out that Cuba policy since the end of the Cold War has little to do with national security and everything to do with domestic politics. The Cuban ex-pat population in Florida remains adamantly opposed to lifting the ban, and represents a formidable voting bloc.</div>

<div>Also speaking with reporters, Goldberg said he doesn't see Castro rewriting his history, or trying to erase the past, but rather revisiting and reflecting on the last 65 years of his life. He remains a touchstone for Latin American leaders, as well as for the leaders of unaligned countries elsewhere, notably Iran. After recalling his own boyhood and how anti-Semitism takes root in ignorance, he wanted this message sent to Iranian President Mahmoud Ahmadinejad: "Stop slandering the Jews." Castro broke off relations with Israel in 1973, and consistently sides with the Palestinians in the Middle East conflict, but that does not make him personally anti-Semitic, Goldberg said, adding that, "The idea of Holocaust denial seems to offend him."</div>

<div>Figuring out what Castro is up to has confounded U.S. presidents and policymakers for generations. Is this latest iteration the manifestation of an old man indulging himself - or is this an orchestrated opening to a new bilateral relationship with the U.S. that could define Castro at age 84 as much as the revolution he led as a young man?</div>

<div>Goldberg says the invitation he got seemed spontaneous, that it was not a plan set in motion by the foreign ministry, that it was something Castro wanted to do, and could do now that he is essentially the "retired king." Castro seems as surprised as everyone that he has this new lease on life, and seems determined to harness this new energy in his own way, but not in opposition to what his brother is doing. Goldberg said that when capitalism takes over the world, Fidel will be the last man standing to say no, but he doesn't get in the way of what his brother is doing to introduce more free-market principles to Cuba. Fidel is not seizing power or asking for power back, but he is opening a new chapter in his life that isn't about governing on a daily basis, and that could go in any number of directions.</div>

<div>Castro reflected on the 1962 <a href="http://library.thinkquest.org/11046/days/index.html">missile crisis</a>, and how President Kennedy's cool leadership averted what could have been a preemptive nuclear strike on Cuba. "I asked one question about the missile crisis, and we were off to the races," Goldberg said, explaining that Castro sees President Obama as the leader who can rein in Israel's bellicose intentions toward Iran, just as Kennedy put the brakes on General Curtis Lemay and others in his government who were far more gung-ho about using American military power to resolve the standoff. It was Goldberg's piece in the Atlantic putting the odds at slightly better than even for an Israeli attack on Iran's nuclear facilities that got Castro's attention.</div>

<div>Now that Castro has regained his health and found his voice, he will find a way to once again capture our attention. Cuba has always been too small for Castro, and now he has a chance to be relevant again. Up until the last ten years, what U.S. presidents did or didn't do with regard to Cuba mattered a lot. Now it's the United States that is being increasingly marginalized as Cuba breaks down barriers to foreign investment and evolves toward a new economic model. <br />
The Obama Administration, preoccupied with other more pressing problems, has let Cuba policy drift. The Bush era enshrined regime change as its goal, and the <a href="http://www.politicsdaily.com/2010/02/11/what-was-alan-gross-doing-in-havana/">arrest of an American contractor, Alan Gross,</a> earlier this year, reflects Cuban suspicion of U.S. intentions. Sweig said there is some progress toward resolution of his case, but that there is little willingness in Washington to recognize that the communications equipment Gross was delivering was meant for programs that in Cuba are seen as very provocative. <br />

Mary Kay is thriving in China, recovering nicely from a bleak time during the late 1990s when the Dallas-based company was shut down by the Chinese government, its network of sales consultants barred from doing business for five months. The venerable and innocent Mary Kay had been swept up in a government crackdown on pyramid schemes that cropped up as capitalism took root in the Chinese economy, many of them fly-by-night schemes that had destroyed the livelihoods of ordinary Chinese and forced the government to step in.</div>

<div><img vspace="4" hspace="4" border="1" alt="" src="http://www.blogcdn.com/www.politicsdaily.com/media/2010/09/marykay.jpg" /> The government was wary of Mary Kay because of the unbridled enthusiasm of its representatives along with the company's grassroots network throughout the country, a combination that seemed potentially threatening to a central government learning how to navigate western-style capitalism. Mary Kay worldwide relies on a sales force of 1.8 million, with more than half in global markets, who host skin-care parties and sell directly to customers. The women who are employed - and they're all women - are cheerleaders for Mary Kay products and the principles of female business empowerment established by the company's late founder, Mary Kay Ash.</div>

<div>In China, the U.S. embassy stepped in to work out a compromise that allowed Mary Kay's method of direct selling to continue, and today there are 1,000 <a href="http://www.newsweek.com/2009/11/16/how-do-you-say-pink-cadillac-in-mandarin.html">pink cars in China</a>, the time-honored reward for top sellers. Mary Kay China President<a href="http://www.nytimes.com/2009/12/26/business/global/26marykay.html"> Paul Mac</a>, using his Americanized name, said that until this year, he got the cars from General Motors, but switched to Volkswagen because the German company agreed to paint the cars pink in the factory, which for whatever reason, GM refused to do.</div>

<div>Asked what the top-selling Mary Kay product is in China, Mac replied without hesitation, whiteners. Lighter skin is the beauty goal for Chinese women, who carry brightly colored umbrellas that look more like parasols to protect themselves from the summer sun. "If you open a tanning salon in Shanghai, you will go broke," he said. "In China, fair skin is good." Anti-aging and anti-wrinkle creams are also popular. Skin-care products are big in China, accounting for 80 percent of Mary Kay's business, with only 20 percent for what Mac calls color cosmetics. While men are using skin-care products more than they did in the past, Mary Kay's customer base is predominantly women, with men doing what Mac confesses he does, borrow his wife's products.<br />

Over a western-style dinner with the bright lights of a newly vibrant Shanghai skyline glittering all around, Mac addressed our group of five journalists on a tour hosted by the Institute for Education, a Washington-based nonprofit, in partnership with the Chines People's Institute of Foreign Affairs. Mac told us that in his first ten years as president, he grew the business 42 times over. "It's not just me -- the income level and the population grew," he readily concedes. His entire workforce is female, and he notes that in China there are more and more career women and that most women work outside the home. Mac is 51 or 52, depending how you count, he says, because in China some add the months of gestation, and babies emerge at 1 year. His grandmother's generation stayed home, and that began to change with his mother's generation, much as it did in the United States.</div>

<div>Amidst all the dynamic capitalism and consumerism in China, many strong traditions remain. For example, I was surprised to learn that makeup is banned in high school. It's considered bourgeois and it distracts from studying. Mary Kay herself probably wouldn't mind that prohibition. She was all about hard work and building self-esteem to compete in what was then an overwhelmingly man's world. She started her company in 1963 as a way for women to earn money part-time while caring for their children, or for empty-nesters looking for a way to enter the workforce. Mary Kay died in 2001, but her business practices live on with her son and granddaughter now running the business.</div>
<div>At the end of the evening, Mac handed out copies of <a href="http://www.dallasnews.com/sharedcontent/dws/dn/latestnews/stories/072210dnbusmarykay.19fb201.html">"The Mary Kay Way,"</a> originally published in 1984 and reissued in 2008. It sets forth a philosophy of business that is both revolutionary and quaint in its insistence on praising workers and rewarding them. In addition to the pink Cadillac, for which Mary Kay is known, top sales people receive a large, diamond-studded bumblebee. Aerodynamically, bumblebees aren't supposed to fly. Their wings are too weak, and their bodies too heavy. But today, three years later, China has made little progress on the roads and power plants it promised for Afghanistan, and some U.S. experts worry China is repeating the lax business practices they've seen in other international Chinese projects.
<div>Security in Afghanistan hinges on a legitimate revenue stream -- rather than the drug trade -- to develop the war-torn country, and U.S and Afghan officials have pushed mineral investments as the backbone of a new Afghan economy. But China's stagnancy on its promises to the Afghans and controversy surrounding the 2007 Aynak deal have raised alarm that Chinese investments might create more instability and fuel Afghanistan's culture of corruption.</div>
<div>"The Chinese have a checkered record at best," said Tom Lynch, research fellow for South Asia at the National Defense University Institute for National Strategic Studies. "They don't deliver, and when they do, they've left a trail of heartbreak."<br />
<br />
China's footprint in Afghanistan is growing, and its investments will help shape the Afghan mineral business. In addition to the Aynak Mine, the largest investment in Afghan history, China is pursuing a second mine near Kabul that is said to contain more than 60 billion tons of iron, according to Congressional Research Services, the nonpartisan research center for Congress.</div>

<div>Meanwhile, American troops, who provide security essentially for the whole country, carry the burden of protecting Chinese investments and quelling any conflict they may create.</div>
<div>Aynak is consistent with Chinese ventures in other parts of the world, said Lynch. China has proved an unreliable investor in natural resources, rarely contributing to local communities as it promises to do, and often leaving the land scarred with ecological devastation, he said. <br />
<br />
The exception may be Africa, according to Deborah Brautigam, an expert on China-Africa relations at American University.<br />
<br />
China is heavily invested in countries of conflict, including Sudan, Angola and Democratic Republic of Congo - all countries where armed conflict is funded in part by mineral reserves. Brautigam points out that China's investments in Africa have brought new infrastructure to countries that otherwise couldn't afford it, even if Chinese business practices aren't always up to U.S. standards.</div>
<div>The U.S. has pressured the Chinese to invest in Afghanistan, Lynch said. China's deep pockets and voracious pursuit of energy resources make it an ideal candidate to spur mineral development and generate a legitimate source of revenue for the Afghan government.</div>
<div>In the case of Aynak, the Chinese may have bid too much for the mining contract without really knowing if it could deliver the infrastructure Afghanistan needs so badly, some experts say. Its offer was "generous to the point where I might not be commercially profitable for China," according to the August Congressional Research Service report on Afghanistan.</div>
<div>Experts predicted the Aynak project would cost $2.2 billion, but state-owned Metallurgical Corporation of China made a deal Afghanistan couldn't refuse. China pushed the price to $3.4 billion with promises of two power plants, roads servicing Aynak and a railway for exporting minerals back to China, which is funded by the Asian Development Bank and is in the early stages of construction.</div>

<div>So far, though, the Chinese, "have done nothing to contribute to the local economy," Lynch said.</div>
<div>Allegations of bribery that mired the deal have concerned some experts that China's investments will set the precedent for of corruption in mining contracts, which could further destabilize Afghanistan. Former Afghan Minister of Mines Mohammad Ibrahim Adel was ousted after the deal, accused of taking bribes from the Chinese. The U.S. Institute of Peace called for more a transparent contracting process, warning that unfair contracts could fuel more conflict.</div>
<div>Kenneth Katzman, leading Afghanistan expert at Congressional Research Service, is more forgiving in his assessment of the Aynak deal: "This is Afghanistan. This is not Donald Trump going out to bid," he said.</div>
<div>With an estimated $1 trillion in untapped minerals, Afghanistan should be the new frontier for Chinese investment. While Aynak is not yet operating, officials have big hopes. Aynak, in Logar province in eastern Afghanistan, could add more than $200 million to the Afghan national revenue each year and create an estimated 30,000 new jobs, according to the U.S. Institute of Peace.</div>
<div>So far, the Chinese have relied on U.S. and international troops to keep their investors and mining projects safe. The Chinese are responsible for their own security at Aynak, but because they do not have their own troops Afghanistan, they hire Afghan National Police. U.S.-led ISAF (International Security Assistance Force, the coalition fighting in Afghanistan) troops are responsible for building and training the Afghan police force, and work side-by-side with them.</div>
<div>"Directly or indirectly, ISAF is in some way trying to secure Afghanistan for these projects," Katzman said.</div>
<div>China policies allow it to send military outside its borders only for United Nations peacekeeping missions. Although U.S. diplomats have asked for Chinese forces in Afghanistan, China has made no commitment to provide military even in a noncombat role, according to a Congressional Research Service report on Afghanistan released Monday.</div>
<div>"You could well have a situation where U.S .troops are guarding a Chinese mineral field," said Frederick Starr, chairman of the Central Asia-Caucuses Institute, a research and policy center affiliated with Johns Hopkins University.</div>
<div>China is competing with India for the Hajji Gak iron mine near Kabul. If the Chinese continue scooping up big-ticket contracts, other competitors like India would be pushed aside.</div>
<div>"It would produce intense frustration," Lynch said.</div>
<div>A little regional economic competition, though, isn't nearly the threat to Afghanistan security that the Taliban is, some experts argue. Chinese investment practices may have less oversight and transparency than the U.S. would like, but the two countries share the same security goals. China has grown increasingly concerned about the Taliban spilling over the small border the two countries share, according to Congressional Research Service.</div>
<div>"The Chinese have national interest in stability in Afghanistan," said Steve Coll, president of the New America Foundation and Pulitzer Prize-winning author on South Asia conflict. Every year, the same anniversaries would roll around -- Fidel Castro's 1959 overthrow of the U.S.-backed Batista government, President Kennedy's failed 1961 Bay of Pigs invasion -- and every year we'd invariably conclude that things really weren't changing enough to warrant an update.<br />
<br />
What a difference a few years makes. As my colleague Luisita Lopez Torregrosa reported back in May, the <a target="_blank" href="http://www.politicsdaily.com/2010/05/23/cuba-travel-ban-is-the-end-in-sight/">Obama administration has been working quietly behind the scenes </a>with the Cuban government on a host of bilateral issues. In May 2009, President Obama lifted travel restrictions for Cuban Americans wishing to visit their relatives on the island. <br />

<img hspace="4" border="1" vspace="4" src="http://www.blogcdn.com/www.politicsdaily.com/media/2010/08/cuba-embargo-427cm082410.jpg" alt="cuba trade embargo" />This summer, that apparent thaw in Cuban-American relations accelerated dramatically. In June, <a target="_blank" href="http://www.nytimes.com/2010/07/01/world/americas/01cuba.html">the House Agriculture Committee voted to reverse a decades-long ban </a>on U.S. citizens traveling to Cuba and to ease restrictions on the sale of American commodities there. In July, two senators followed suit <a target="_blank" href="http://dorgan.senate.gov/newsroom/record.cfm?id=326154">by announcing a bipartisan bill that would also facilitate travel to Cuba</a>, which they claimed enjoyed two-thirds support in Congress. And last week, the White House reportedly stepped into the fray again, with signals that the president would issue an executive order to<a target="_blank" href="http://www.politicsdaily.com/2010/08/17/obama-considers-easing-cuba-travel-restrictions/"> further open existing travel opportunities</a> for American students, teachers and researchers, possibly before Labor Day. For its part, <a target="_blank" href="http://www.guardian.co.uk/world/2010/jul/11/cuba-releases-prisoners-castro-us">Cuba released 52 of its 167 political prisoners</a> in a July deal brokered by the Catholic Church, which many see as an important precursor for normalization of relations between the two countries.<br />
<br />
It's not yet clear what all of this will amount to. The congressional bills still need to wend their way through several other committees, where they may face <a target="_blank" href="http://www.nytimes.com/2010/08/17/world/americas/17cuba.html?_r=2&amp;hp">entrenched opposition to altering Cuba policy, especially on the long-standing trade embargo</a>. And even the presidential order (if it comes) will only return Cuban policy to where it was under President Clinton after a decade of more severe restrictions under President Bush.<br />
<br />
Still, all of this has lots of people speculating that there's a <a target="_blank" href="http://www.time.com/time/nation/article/0,8599,2012476,00.html?xid=rss-mostpopularemail">sea change afoot in U.S.-Cuban relations</a>, one that has the potential to not only ease travel restrictions but possibly even overturn the embargo itself. <br />
<br />
In that spirit, here are 10 reasons that lifting the embargo makes sense:<br />
<br />
1. <em>It's good economics</em>. It's long been recognized that opening up Cuba to American investment would be a <a target="_blank" href="http://travel2.nytimes.com/2005/11/27/travel/27cuba.html?pagewanted=1">huge boon to the tourism industry in both countries</a>. According to the Cuban government, 250,000 Cuban-Americans visited from the United States in 2009, up from roughly 170,000 the year before, suggesting a pent-up demand. Lifting the embargo would also be an enormous boon the U.S. agricultural sector. One 2009 study estimated that <a target="_blank" href="http://www.peoplesworld.org/senators-confident-on-votes-to-lift-cuba-travel-ban/">doing away with all financing and travel restrictions on U.S. agricultural exports to Cuba </a>would have boosted 2008 dairy sales to that country from $13 million to between $39 million and $87 million, increasing U.S. market share from 6 percent to between 18 and 42 percent.<br />
<br />
2. <em>It's good politics</em>. Supporters of the trade embargo -- like Cuban-American Sen. Robert Menendez (D-N.J.) -- have long argued that easing the restrictions would only reward Castro for the regime's ongoing repression of political dissidents. We need to keep up the economic pressure on Cuba, so this logic goes, in order to keep pressure on the regime to do something about human rights. But there's a long-standing <a target="_blank" href="http://www.theglobalist.com/storyid.aspx?storyid=3714">empirical relationship between trade and democracy</a>. The usual logic put forth to explain this relationship is that trade creates an economically independent and politically aware middle class, which, in turn, presses for political reform. It's not clear that <a target="_blank" href="http://www.princeton.edu/~hmilner/forthcoming%20papers/MilnerMukherjee_Democratization%26EconGlobalization_ARPS.pdf">this argument actually holds up when subjected to close causal scrutiny </a>(although the reverse does seem to be true -- i.e., democratic reform creates pressure for trade liberalization). Still, it's difficult to disagree with the proposition that by enabling visiting scholars and religious groups to stay in Cuba for up to two years (as the presidential order would allow) rather than a matter of weeks (as is currently the case) we'd be helping, not hurting, democracy in Cuba. First, easing the current travel restrictions would allow for far deeper linkages between non-governmental organizations from both countries, which some see as a <a target="_blank" href="http://www.brookings.edu/articles/2001/fall_democracy_dalpino.aspx">powerful mechanism for democratic reform</a>. Second, because American visitors would be staying on the island longer, scholars and activists alike would gain much better insight into where the pressure points for democracy actually exist.<br />
<br />
3. <em>It's a double standard</em>. Another reason to question the link between the embargo and human rights is that it's a double standard that flies in the face of U.S. foreign policy toward other high-profile authoritarian countries, most notably China. <a href="http://www.aolnews.com/opinion/article/debate-travel-ban-hurts-cubans-and-americans/19457989" target="_blank">Stephen Colbert once quipped that Cuba</a> is "a totalitarian, repressive, communist state that -- unlike China -- can't lend us money." Unless and until the U.S. pursues a consistent policy of sanctions against politically repressive regimes, the case against Cuba doesn't hold up very well.<br />
<br />
4. <em>It's out of date</em>. To argue that U.S.-Cuban policy is an anachronism is putting it mildly. In an international climate marked by cooperation on issues ranging from terrorism to global financial crises, holding on to this <a href="http://www.huffingtonpost.com/rep-barbara-lee/mr-president-lift-the-tra_b_687580.html" target="_blank">last vestige of the Cold War foreign policy</a> no longer makes sense. (Bear in mind that the young people now entering college <a href="http://www.beloit.edu/mindset/2014.php" target="_blank">were not even alive when Czechoslovakia existed</a>.) Sure, there's still tension between the United States and Russia. But the recent <a href="http://www.fas.org/blog/ssp/2010/03/newstart.php" target="_blank">renegotiation of the START agreement</a> on nuclear proliferation reinforces the notion that the Cold War is no longer the dominant prism for understanding that bilateral relationship, much less the Cuban-American one.<br />
<br />
5.<em> It doesn't work</em>. Of course, if the embargo were the last outpost of Cold War politics and it produced results, that might be an argument for continuing it. But scholars and analysts of <a href="http://www.danieldrezner.com/archives/002832.html" target="_blank">economic sanctions have repeatedly questioned the efficacy of economic statecraft </a>against rogue states unless and until there's been regime change. And that's because, as one scholar put it, "interfering with the market (whether using sanctions, aid, or other government policies) has real economic costs, and <a href="http://blog.psaonline.org/2006/05/18/sad-cuban-engagement-for-a-sanctions-opponent/" target="_blank">we rarely know enough about how the target economy works </a>or how to manipulate the political incentives of the target government to achieve our goals."<br />
<br />
6. <em>It's counter-productive</em>. Isolating Cuba has been more than ineffective. It's also provided the Castro brothers with a convenient political scapegoat for the country's ongoing economic problems, rather than drawing attention to their own mismanagement. Moreover, in banning the shipment of information-technology products, the United States has <a href="http://www.as-coa.org/article.php?id=2525" target="_blank">effectively assisted the Cuban government in shutting out information from the outside world</a>, yet another potential catalyst for democratization.<br />
<br />
7. <em>It's inhumane</em>. If strategic arguments don't persuade you that it's time to end the embargo, then perhaps humanitarian arguments will. For as anyone who's traveled to the island knows, there's a decidedly enclave-like feel to those areas of the economy where capitalism has been allowed to flourish in a limited sense (e.g. tourism) and the rest of the island, which feels very much like the remnant of an exhausted socialist economic model. When I went there in the 1990s with my sister, I remember the throngs of men who would cluster outside the tourist haunts. They'd hope to persuade visitors like me to pretend to be their escort so they could sneak into the fancier hotels and nightclubs, which they could not enter otherwise. Horse -- yes, <em>horse</em> -- was a common offering on menus back then. That situation has apparently eased in recent years as the government has opened up more sectors of the economy to ordinary Cubans. But the <a href="http://www.people.fas.harvard.edu/~jidoming/images/jid_hello.pdf" target="_blank">selective nature of that deregulation</a> has only exacerbated economic inequalities. Again, one can argue that the problem here is one of poor domestic policy choices, rather than the embargo. But it's not clear that ordinary Cubans perceive that distinction. Moreover, when you stand in the airport and watch tourists disembark with bucket-loads of basic medical supplies, which they promptly hand over to their (native) friends and family, it's hard not to feel that U.S. policy is perpetuating an injustice.<br />
<br />
8. <em>There's oil there</em>. Another reason to think that it might be time to reconsider our Cuba policy is this natural resource. Cuba has begun <a href="http://www.csmonitor.com/USA/Foreign-Policy/2010/0817/Cuba-travel-ban-White-House-poised-to-ease-restrictions" target="_blank">exploratory drilling in search of oil in its territorial waters</a>, with some reports estimating the island could become a major oil producer -- and refiner -- over the next five to 10 years. In an era where <a href="http://www.americanenergyindependence.com/security.aspx" target="_blank">geopolitical realities may make places like Venezuela and the Middle East less reliable sources of oil</a> for the United States, we need all the friends we can get, particularly when they're right next door. <br />
<br />
<em>9. It's unpopular</em>. According to the travel-service provider Orbitz Worldwide, <a href="http://cuba.foreignpolicyblogs.com/2009/05/page/2/" target="_blank">67 percent of Americans favor lifting the travel ban</a>, and 72 percent believe that expanding travel to Cuba would positively impact the lives of Cubans. Orbitz has collected more than 100,000 signatures in favor of restoring travel to Cuba through its <a href="http://www.opencuba.org/" target="_blank">OpenCuba.org</a> drive. And according to Rep. Jeff Flake (R-Ariz.), one of the leading proponents of lifting the embargo, <a href="http://travel2.nytimes.com/2005/11/27/travel/27cuba.html?pagewanted=3" target="_blank">if a vote in Congress were taken secretly, the ban on travel and trade would most likely fall</a>. In other words, the environment to lift sanctions may be ripe politically in a way that it wasn't even six months ago.<br />
<br />
10. <em>It restricts Americans' freedom of movement. </em>Cuba is the only country in the world where Americans are restricted by their own government from visiting freely. Yes, that's right. <a href="http://hasbrouck.org/articles/DPRK.html" target="_blank">It's easier to go to North Korea (from the American end of things) than it is to travel to our Caribbean neighbor. </a>In a country whose <a href="http://www.time.com/time/covers/0,16641,20100823,00.html" target="_blank">"great American novelist" -- that would be Jonathan Franzen -- just published a national epic titled "Freedom</a>," one need not underscore this irony.<br />
<br />
Here's hoping that if I ever return to radio, we'll have more reason to run shows on Cuba in the future.<br />
