The video from FOX News features two men who appear to be Black Panther operatives standing menacingly outside a polling location. That's a pretty wild accusation, but it also seems well sourced. The cynical side of me says it would be an awesome GOP dirty trick, but then again, Philadelphia has had problems in the past, which swings me back to finding the whole thing is believable.
