John Hoeven, North Dakota's popular three-term Republican governor who is running to fill the Senate seat being vacated by Democrat Byron Dorgan, holds leads of 21 points or more against three Democrats tested against him in hypothetical match-ups, according to a Daily Kos/Research 2000 poll conducted Jan. 11-13.
