Lewes' top police officer has testified about the importance of bulletproof vests and fitting body armor worn by women at a hearing in Washington, D.C. "Body armor is every bit as important as a gun, a computer and a pen. We have to make sure everyone knows it's a necessary piece of equipment," said Lewes Police Department Chief Jeffrey Horvath in a May 10 interview.
