House Majority Leader Steny Hoyer (D-Md.) said a deal aimed at giving the District of Columbia congressional voting rights has fallen through and will not be worked out before the end of the year. As late as Monday, Hoyer and other congressional leaders had planned to move a bill to the House floor that would give the District of Columbia a vote in Congress. Gun-rights advocates announced plans yesterday to challenge restrictive gun laws in two of the nation's biggest cities in the wake of the landmark Supreme Court ruling in District of Columbia v. Heller. The Court ruled that Washington, D.C.'s ban on handgun ownership or possession within the District violated the Second Amendment's guarantee of the right to bear arms.
