The commission has been unable to function since October of 2006 because of controversies surrounding Bush nominee Hans von Spakovsky. Senate Democrats don't like von Spakovsky's views and have blocked him from consideration by the full Senate. Last summer, when the campaign was not going well and McCain was thought to be finished as a candidate, he agreed to accept Federal matching funds. That was a sign that the Senator could not raise money and might soon drop out of the race.
