After nine years and countless jokes at its expense, the Department of Homeland Security will retire the nation's color-coded terror threat alert in favor of a new public warning system. WASHINGTON -- The Homeland Security Department has alerted air carriers to a potential terror tactic involving insulated beverage containers like thermoses.
