It warned, however, that a persistent, low-level conflict may continue to kill civilians "for years to come." In its annual report, the Iraq Body Count, a British group that monitors Iraq war deaths, said it counted at least 3,976 civilian deaths in Iraq in 2010 as of Dec. 25.
