The downtick comes as unemployment has hovered above 9 percent for the past 20 months -- and the Obama White House sharpens its focus on job creation. But only 36,000 jobs were added to the economy last month. "Employment rose in manufacturing and in retail trade, but was down in construction and in transportation and warehousing," the Labor Department said Friday.
