Women make up almost 51 percent of the U.S. population. Women make up almost 17 percent of the U.S. Congress. Although 1992 may have been the "Year of the Woman" in congressional contests, that election changed the proportion of women from 6 percent to only 10 percent. Whoop-de-doo.
