The Minnesota state canvassing board has recommended that all county election boards in the state should review previously rejected absentee ballots from the general election, not the recount, to determine whether they were improperly rejected. If the boards determine the rejections were improper, they are further recommended to count those ballots. This would not be a recount, but rather overturning the original decisions regarding the validity of the ballots, and counting them for the first time.
