The libertarian Cato Institute is out with its report card today, and it could provide a major boost for the presidential prospects of Minnesota Gov. Tim Pawlenty, who earned an A. According to its website, Cato is "dedicated to the principles of individual liberty, limited government, free markets and peace." Just four governors received an "A" on Cato's report card: Pawlenty, Mark Sanford (R-S.C.), Bobby Jindal (R-La.) and Joe Manchin (D-W.Va.). South Carolina Gov. Mark Sanford's use of the state aircraft and campaign money for two trips to South America to meet his Argentine lover may have been unwise and unethical. But S.C. Attorney General Henry McMaster on Monday said he would not bring criminal charges.
