LIVINGSTON, Louisiana -- Dr. Ivor van Heerden, the former deputy director of Louisiana State University's Hurricane Center, was one of several experts to presciently predict the disastrous consequences -- including catastrophic levee failure -- if a major hurricane were to hit the New Orleans area.
