An explosive new investigation conducted by the New Orleans Times-Picayune, ProPublica and PBS's "Frontline" concludes that in the lawless days following Hurricane Katrina, New Orleans police officers were told that they had the authority to open fire on residents suspected of looting with live rounds. "We have the authority by martial law to shoot looters," Capt.
