More than a month after the Nov. 2 election, Republican Randy Altschuler has conceded to Rep. Tim Bishop (D-N.Y.) in a Long Island district, settling the last unresolved U.S. House contest of the midterms. Bishop, elected to a fifth term in a district stretching to Montauk Point -- the eastern tip of Long Island -- won by 263 votes, Newsday reported. It's taken nearly a month to make the call, but Democratic Rep. Jerry McNerney has been re-elected to a third term in his Northern California district, narrowly defeating Republican David Harmer. As of Wednesday, McNerney held a lead of about 2,500 votes, with 1,900 ballots still to be counted. Harmer sent a message to supporters Wednesday afternoon saying that it appeared unlikely he would overcome the deficit. But he refused to concede. Some House Challengers Overcome Incumbents' Cash Advantage in Midterm Races

The advantages of incumbency are clear -- usually greater name recognition and stronger fundraising than challengers -- so it isn't a big surprise that the re-election rate for sitting House members has ranged from between 90 percent to 98 percent since 1994. But this year, nine congressional challengers have managed to out-raise the incumbents they are challenging, according to an analysis by the Center for Responsive Politics.
