Joe Wilson, the South Carolina Republican who yelled "You Lie" during President Obama's address to a joint session of Congress last Wednesday. A resolution of disapproval will be introduced Tuesday by House Majority Whip James E. Clyburn, a South Carolina Democrat. After Obama's speech, Wilson phoned White House Chief of Staff Rahm Emanuel and offered an apology to the President, which Obama accepted. But Wilson breached House rules that ...
