Rhode Island is taking a page from Chicago's handbook. Gov. Don Carcieri announced Monday that the state will schedule 12 days of government shutdowns, becoming the latest in a string of state and local jurisdictions to scale back during the recession. 7:16 pm - Polls close at 7:30. Here in Southwest Ohio (Cincinnati), it's been cold and rainy. Generally not a day that you wake up and think, "Golly I get to vote today!"
