WASHINGTON -- The Senate has voted to close out debate on a new arms control treaty with Russia, setting the stage for ratification of the accord. The vote was 67-28 and was seen in part as a proxy vote for the final tally. President Barack Obama considers the treaty his top foreign policy priority in the postelection Congress. (Nov. 9) -- No one at the Central Intelligence Agency will face criminal charges for destroying videotapes that showed suspected terrorists being waterboarded, the Justice Department announced today.
