Radio silence in Rhode Island. The Ocean State's new governor, Lincoln Chafee, is planning to ban state workers -- including himself -- from giving talk radio interviews while on the clock. The governor, an independent, will issue a directive this week that spells out his administration's policy against talk radio, spokesman Michael Trainor told the Providence Journal Tuesday.
