The Supreme Court Tackles California's Prison Crisis

The United States Supreme Court will hear argument Tuesday morning in one of the most important cases of the current term: a dispute between California and the federal courts over whether the state must release criminals from prison early to alleviate overcrowding that has become so dire there that it has been found to be unconstitutionally "cruel and unusual" under the Eighth Amendment. At stake in the matter, styled Schwarzenegger v. Plata, isn't just whether and when 38,000 to 46,000 prisoners in the Golden State will be released before their full sentences are served. It's also about ...

Schwarzenegger Cuts California State Workers' Pay to Minimum Wage

A California appeals court Friday upheld Gov. Arnold Schwarzenegger's decision to reduce some state workers' pay to the federal minimum wage until a budget is passed, but the official in charge of paychecks said he won't comply with the order. The ruling by the 3rd District Court of Appeals comes a day after the governor ordered the pay of nearly 200,000 state employees to be reduced to $7.25 an hour for the month of July, The Los Angeles Times reported. The court said the governor has "the authority to direct the Controller to defer salary payments...due to a budget impasse." State ...

Gulf Oil Spill Spurs Calif. Gov. Schwarzenegger to Dump Drilling Plan

California Gov. Arnold Schwarzenegger said he no longer supports a plan for new offshore oil drilling along the California coast, after seeing the impact of the massive oil spill in the Gulf of Mexico. Schwarzenegger, whose administration as recently as last week defended the proposed drilling project near Tranquillon Ridge off Santa Barbara County, said images of the oil slick in the gulf changed his mind, The San Francisco Chronicle reported. "All of you have seen, when you turn on the television, the devastation in the gulf, and I'm sure that they also were assured that it was safe to ...

Supreme Court to Decide if States Can Ban Violent Video Games

The Supreme Court agreed Monday to decide whether states can ban the sale or rental of violent video games to children under 18, The Associated Press reports. The court will review a federal court's decision to throw out a ban passed by the California Legislature and signed by Gov. Arnold Schwarzenegger that would also have required strict labeling and levied fines of up to $1,000 on retailers who violated the age requirements. The Supreme Court's decision was unexpected, given that last week it voted, 8-1, to strike down a law banning animal cruelty videos in a case that posed free-speech ...

Will Federal Stimulus Money for States Expire Before Recovery Arrives?

Will Federal Stimulus Money for States Expire Before Recovery Arrives?

When White House economic adviser Lawrence Summers testified before Congress last year to urge passage of the American Recovery and Reinvestment Act of 2009, he promised that the $787 billion stimulus would be "timely, targeted and temporary." But as David Wyss, chief economist for Standard and Poor's, observes, "the three T's did not occur." The Recovery Act was passed late and politics trumped targeting in many states. Of necessity, federal stimulus has also proven less temporary than Summers and his boss, Barack Obama, envisioned. In an effort to spur the lagging recovery, Congress has ...

California Poised to Ban Smoking in State Parks

(March 23) --Smokers who enjoy lighting up at California's state parks and beaches have reason for concern. On Monday, California's state Assembly took a step toward becoming the first state in the nation to ban the smoking of cigarettes at nearly all of its 64 state beaches and 278 state parks. By a vote of 42-27 in favor of enacting a ban, California's legislators must now work out the details of amendments added to the state Senate version before sending the measure to Gov. Arnold Schwarzenegger, The Associated Press reports. Reed Saxon, AP A cigarette butt sits in the sand at ...

Obama, Republicans Get Advice and Criticism About Political Gridlock

President Obama and congressional Republicans got advice and criticism Sunday -- sometimes from members of their own parties -- for the partisan gridlock that has stalled action on health care, the economy and other key issues. The discussion of gridlock and partisanship coincided with release of a CNN/Opinion Research poll that said 81 percent of Americans believe the U.S. system of government is broken, but can be fixed. Fourteen percent said it was not broken and 5 percent said it was broken and could not be fixed. California Gov. Arnold Schwarzenegger, who often finds himself at ...
