MADRID -- Spanish moms-to-be have until midnight tonight to give birth if they want to collect a $3,300 check from the government. With an average of just over one child per couple, Spain has one of the lowest birth rates in the world, and an aging population. In an effort to boost numbers, the government introduced child benefit checks in 2007, awarding families with a 2,500-euro check for each new child. Recession May Have Pushed US Birth Rate to New Low

(Aug. 27) -- The U.S. birth rate has dropped for the second year in a row, and experts think the wrenching recession led many people to put off having children. The 2009 birth rate also set a record: lowest in a century. Births fell 2.7 percent last year even as the population grew, numbers released Friday by the National Center for Health Statistics show.
