Sen. John McCain's presidential campaign finds itself in something of a catch-22. Last summer, when the campaign was not going well and McCain was thought to be finished as a candidate, he agreed to accept Federal matching funds. That was a sign that the Senator could not raise money and might soon drop out of the race.
