The answer would appear to be three, based on Sunday morning's accident in the Houston Ship Channel, which could cost an estimated $1 billion in economic losses, according to the U.S. Coast Guard. A commission created by Congress to study the way the nation's highway system is funded is set to issue a report later this month calling for an increase in federal gasoline and diesel fuel taxes to pay for road and bridge improvements.
