Japanese officials pleaded for calm today, but for the first time they acknowledged that radiation levels near the Fukushima Dai-ichi plant are being recorded at levels that can be dangerous to humans. They also said radioactive material was being released into the air in plumes. About 140,000 people living within 20 miles of the plant were ordered to either evacuate the area or stay indoors and seal their homes.
