House Passes Final Health Care Bill, 220 to 207

House Passes Final Health Care Bill, 220 to 207

The U.S. House of Representatives voted 220 to 207 on Thursday night to give final approval to the reconciliation portion of the health care reform bill, sending the measure to President Obama for his signature. The Senate passed the bill earlier Thursday 56 to 43. Although Obama signed the main $871 billion health care reform bill into law Tuesday, the Senate still had to pass the package of "fixes" to that measure in the reconciliation bill. The changes were demanded by House Democrats in exchange for supporting the Senate version of health reform in a vote on Sunday afternoon. Included ...

House Passes Health Care Overhaul in Historic Win for Democrats

The House of Representatives voted 219 to 212 late Sunday night to approve a sweeping overhaul of the health insurance industry after more than a year of planning, debate, delay and frequent internal party disarray among Democrats in Washington. The vote represents a historic victory for Democrats, who have promised for decades to extend health insurance to the millions of Americans who do not have it. All Republicans and 34 Democrats voted against the bill. "We proved that we are still a people capable of doing big things and of tackling big challenges," President Obama said in remarks ...

Democrats Still Short of Votes But Predict Health Bill Will Pass

Democrats Still Short of Votes But Predict Health Bill Will Pass

After months of deadlines that have come and gone, White House officials and congressional leaders expressed confidence Sunday that they will get the votes they need this week to pass a comprehensive health care reform bill, but they conceded that they are not there yet. At the same time, Republicans renewed charges that President Obama and Democratic leaders were "arrogant" and "tone deaf" in trying to push through legislation the country doesn't want, and warned that passage of the reform package would not only wreak havoc on the health care system but would be a disaster at the polls for ...

Harry Reid Tells GOP He Will Use Reconciliation to Pass Health Care

Harry Reid Tells GOP He Will Use Reconciliation to Pass Health Care

After weeks of speculation, Senate Majority Leader Harry Reid confirmed today that he will use reconciliation, the procedure that requires 51 votes rather than 60, to send the health care overhaul through the Senate for final passage. In a letter to Mitch McConnell, the Senate's top Republican, Reid said he had tried to engage GOP senators for a bipartisan health care package, but to no avail. "Republicans have resorted to extraordinary legislative maneuvers in an effort not to improve the bill, but to delay and kill it," Reid wrote. "After watching these tactics for nearly a year, there is ...

Opinion: Reconciliation Isn't Health Reform Answer

Opinion: Reconciliation Isn't Health Reform Answer

(March 10) -- The Democrats' plan to pass health care reform using the so-called "reconciliation" process is at odds with both congressional intent and the history of this budgetary practice. And before you dismiss this as just a partisan view intended to stop health reform, let's set the record straight: Arguments against the use of reconciliation for major policy changes have been a bipartisan affair almost since the rule was enacted. Some background. Sen. Robert Byrd, D-W.V., created this process in 1974 to enhance Congress' ability to reduce deficits. And there have been 22 ...

Obama's Health Plan: Reconciling or Ramming?

Obama's Health Plan: Reconciling or Ramming?

WASHINGTON (March 4) -- Call them irreconcilable differences. President Barack Obama's signal Wednesday that he is done with bipartisanship if it means health care reform is a goner is shining a spotlight on the arcane process known as "budget reconciliation." Not that many here like to use such wonky terms for the maneuver to bypass a Senate filibuster. In his speech designed to "bring this journey to a close," the president said health care "deserves the same kind of up-or-down vote that was cast on welfare reform, the Children's Health Insurance Program, COBRA health coverage for the ...

Pelosi Says Democrats Will Keep Control of the House

Pelosi Says Democrats Will Keep Control of the House

House Speaker Nancy Pelosi Sunday predicted the Democrats will keep their majority in the House despite some of the rough rides it has been having in the polls and Republican warnings that Democrats will suffer political damage if health care reform legislation is "jammed down the throats of a public" that opposes it. Asked on CNN's State of the Union whether the Democrats will lose seats, as usually happens to the party in control of the White House during midterm elections, Pelosi answered instead, "Let me just say it this way, the Democrats will retain the majority in the House of ...

Schumer To GOP on Health: We'll Do It Without You If We Have To

Schumer To GOP on Health: We'll Do It Without You If We Have To

Two Democratic senators held a press conference call Monday to talk about the importance of Republicans continuing to work with Democrats toward a health-care compromise in the Senate. But Sen. Charles Schumer of New York also warned that "we will have contingencies in play" if negotiations fail by a Sept. 15 deadline. Schumer said reconciliation, a type of budget bill that requires only 51 votes, is one contingency; he refused to name others. He said they "remain on the table" as a last resort. "No matter what happens," he said, "we're going to enact health care reform by the end of the ...

Bill Clinton Mad

Bill Clinton Mad

Wow: Mr Obama is expected to speak to Mr Clinton for the first time since he won the nomination in the next few days, but campaign insiders say that the former president's future campaign role is a "sticking point" in peace talks with Mrs Clinton's aides. The Telegraph has learned that the former president's rage is still so great that even loyal allies are shocked by his patronising attitude to Mr Obama, and believe that he risks damaging his own reputation by his intransigence. A senior Democrat who worked for Mr Clinton has revealed that he recently told friends Mr Obama could "kiss ...
