LONDON (Nov. 24) -- British students have once again taken to the streets to protest government plans to triple university fees and slash state funding for further education. (Nov. 19) -- The tax code is unfair and it's the poor and the middle class who are getting the raw end of the deal. Those are some of the conclusions of a new study released by the Institute on Taxation and Economic Policy, a nonpartisan research group. The report found that after itemized deductions, the richest 1 percent of Americans pay taxes at an average rate of 5.2 percent of their income.
