In what has become a topsy-turvy city council election in Paterson, N.J., the candidate who was declared the winner in May was arrested Thursday on a charge of witness tampering in a voter-fraud investigation being conducted by the state attorney general and the state criminal justice director. The candidate, Rigo Rodriguez, 38, was arrested at his home in Paterson on Thursday morning along with his wife, Lissette, 31. His campaign manager, Juan Jimenez, 45, was also arrested. In the kind of case that seems relatively rare in the United States these days, 11 people in New Jersey have been arrested since Tuesday in a voter fraud investigation in connection with the Paterson City Council election in May, the state attorney general and criminal justice director announced on Wednesday.
